School Start - By Cleveland CLEVELAND (AP) - Cleveland school officials say they are considering delaying opening of school this fall and may ask U.S. District Judge Frank J. Battisti to delay a busing plan until the second semester. John E. Gallagher Jr., Board of Edu- cation president, says it will be difficult to complete the work necessary for the desegregation plan by the scheduled opening of schools Sept. 4. The plan, approved this week, re- quires the busing of about 6,000 pupils in three high schools in the first semester. \It's a substantial burden on the ad- ministration that we might not be able to overcome,\ Gallagher said. He said staggered school openings would minimize possible desegregation problems. Gallagher said the safety of students cannot be guaranteed if school officials fail to complete the work, which includes® notifying students by mail, routing buses and the transfer of records. He also noted that a stay on the dese- gregation order still has not been lifted by the 6th U.S. Circuit Court of Appeals in Cincinnati.
