Mendon •• 624-4730 TO ALL VOTERS IN HONEOYE FALLS & MENDON QUESTION: Can Mendon Government be run as effici~ntly as private business? ' ANSWER: Yes', if you vote \YES\ on the referendum to appoint rather than elect your Town Clerk and High Superintendent! This change would create a strong Town Supervisor position with all officials reporting directly to that Supervisor. By having one individual (Le., Town Supervisor) in total charge, all Town resources can . be more effectively utilized, particularly in the personnel area. As the Town grows and the demand for services by residents increases, these needs can be better met without an equivalent increase in personnel, thus helping to hold back tax increases. Inasmuch as the Town Clerk and Highway Superintendent' (under the proposal) would report to the Town Supervisor, the latter official would be responsible and accountable for their actions and performance. The Town Supervisor, in turn, would be accountable to the Town Board on a regular basis 'for the successful operation of all Town departments. Obviously, in a longer term, the Town Supervisor would also be accountable to the voters for the success of these departments giving the voters an opportunity to express pleasure or displeasure with his administration. The proposed change to appointive officers would make our Town government similar to the manner in which private business is structured organizationally. Under the existing arrangement, the Town Clerk and Highway Superintendent operate totally independent departments with no accountability except for a budget constraint on their expenditures. The proposed organization would establish specific, written personnel practices detailing pay poliCies, hours of work, vacation eligibility and other procedures that are normally found in a businesslike environment. These practices do not exist today under the elective form of government. Paid for by the Mendon Republican Commltoo. ','
