Of that amount, $39*000 was borrowed and, with, the -balance on hand Oct. 31, 1941, seems to be suffi cient to carry the welfare de partment-until Jatf. l, 1942. in, f other words, the welfare depart- | ment for the year 1941 expended l' $ 20,000 less than was estimated. ■•In the 'budget adopted last : week to. cover the fiscal year of Nov. 1, 19-41, to -Oet, 31, 1942, is included the $30,000 note men tioned above, together ovith the 10 -month estimate submitted by : the welfare \'department. As [ stated.above, this, annual esti mate by the-Welfare Commis sioner Is the .sole authority and |; basis for Welfare 'appropriations. ■‘The estimate of the Welfare' ! Commissioner was received at 11 a. m. on Dae. '8, the day set for [ presentation -of the\ budget to he Board of- Supervisors at 2 [ p. m., and no opportunity was j afforded for adequate study and [analysis toy the committee ' (Gross welfare appropriations [ totaled $534,860.62.). 'The Commissioner assured us [that this estimate was for 10 [months only. As to the various [items of the estimate, neither [the finance -committee nor the [Board of Supervisors as a whole [are in a position tp tpiestion or [pass judgment on the merits of [such. “Apparently, the increases to [the welfare budget are in appro priations for the County Home, Infirmary, and Farm, amounting [to $51,700 for 10 months. Com pared with $47,000 in the . 12- [month estimate of last year, this [represents an increase of about [32 per cent to this item. We un- jderstand food and wages are [both higher. “Another item. of increase is [$43,000 for home relief, of which [$25,000 is reimbursement, leav ing a net appropriation of $18,- which went into the budget. [This hern is to cover out-of- jtown home relief cases, to be [financed toy the county, and we [understand it has been counter- Ibalanced by a corresponding de cease in home relief costs in the [various towns. ■ As stated; above, therefore, [the welfare estimate this year is [for 10 months and went into the ■(budget as such. The service will open with a vested \ candlelight cere mony followed by music by the church choirs. The sec ond half of the program will consist of selections by the Rose City Ensemble, to be fol lowed by a tableau of The Na tivity.
