Goyernment business ia the people’s business, and does not admit of discriminations. The 'mport duty on a eingle yard of sHk is at the same rate as the duty on a shipload. A single postage stamp is sold at tbe *ame rate as 100.000 postage stamps. Taxes are paid the governraent according to valuation of property. There arc no discriminations. The people own the water works, and every voter is entitled to the same low rate to which any other voter 1s entitled. Every person who rides on a railroad is entitled to two cents a mile transportation, if tbe man who buys ft 1,000 mile ticket (s entitled to tide ftt two cents ft mile. THAT nXGHWAT MOKES. Htgbwfty Commissioner Pbllo of Hslf- moon, ftt ft cftsnsi discussion as to tbe disposition of town highway fnnds re ceived from tbe D. ft H. railroad, held after service last Sunday at the Newtown church, stated that he had positively paid glOO of said funds to^ the village of Me- chanicville, and had a receipt to show for it. The village treasurei’s report published last week makes no acknowl edgement of such funds received. Tbe truth of the matter I*, that this village has never received a cent of town high way funds from any highway commis sioner. There is no law for it. The vil lage levies its own taxes for highways within its boundaries. Highway Com missioner Rowley was present at. this Sunday discussion, and said the Mercury report of the conversation with him was correct. Let us all join in the search for the missing funds. The press thronghont the county has taken up the matter of the new exorbitant insurance rating which went into effect the first of tbe present month, aud are agitating the organization of mutual com panies among tbe business men. Tbe feeling of dissatisfaction with the pres ent condition is unlverstl. About a year ago insurance ra t^ on business risks throughout Northern New York were ad vanced fifteen per cent, on bnildlnga and SO per cent, on their contents. This ar- oitrary advance in rates cansed some complaints and ft reratlng was asked for. Under tbe pretense of granting tbe rerat ing and reduction asked a special was sent out to report » rerating, with authority to reduce rates on acceptable risks. The new rate book is now in the hands of local insurance agents, and the new rates are in force. Instead of lowering the rates as was promised, they have Oeoa raised in every Instance bat two, the increas ftmounting in most instances BO per cent, of the old rates and in some casus more. The new rates are made out after a new method, so much per cent, of esch being for each of several speoiflc complaints, some of which in any partic ular risk may be obviated, but the main result, a yery large iucreaae in insurance rates, cannot be avoided. It is useless t& complain or ask hearings or changes. In surance companies are all in the same pool of rates, and It is not material what company or companies you are insnred in. The rates are the same. Neither competition nor legislation affects their rates on business risks.
