Local officials look around and see ... a global crossroads. While geography has made Norwich remote, the city is gambling on the Internet to get it connected. Leaders have already devoted $200,000 to secure Nor- wich's niche in the Information Age. An old Elk's Club building is now the \Internet Center\ and deep tax cuts are being dangled before businesses willing to locate here. It may sound like a cyber-pipe dream: a struggling city of 7,600 in rural Central New York state joins umpteen others to compete for highly-coveted information jobs. That's not to mention Nor- wich has no major highways, no major airport. No problem, said Mayor Joseph Biviano. \We're an out-of-the-way place, but we can bring business to Norwich. Anybody can locate anywhere in the world with a computer. If we can draw people .in by the Information Superhighway — because we have no highways — this gives us the tool to reach out to the ;, world,\ he said \We have to carve ; out our niche in the area and we ;; have to be global.\ Cities diverse as Ohama, Neb. •' and Taos, N.M., have taken ad- vantage of modern communica- tions and cheap costs to lure businesses, experts say. Norwich, which used to produce Pepto- Bismol and Mickey Mouse T- shirts, feels it needs to do the same to thrive. Former big employers like Proctor & Qamble and Champion Products have moved on or scal- ed down. Norwich and surroun- ding Chenango County have one * ..of the higher unemployment T'rates in the state. It's no coin- \ cidence that the two en- trepreneurs chosen to launch Norwich's Internet service were ,\ laid off by.local industries. A stately old brick building has been bought with federal i» funds and designated the In- ', ternet Center. Previously, it had been a club and a barbershop ' where Biviano used to cut hair. Today, copies of Wired magazine rest on the few pieces of office furniture amid barren walls and an Internet server. The network is the showcase for the city's development plan. \It appears that we're ahead of most communities and years ahead of rural areas,\ said Casey Jones, who helped develop the project for city. To sweeten the pot, businesses that locate in the state-sponsored Economic Development Zone en^ compassing the city and some adjacent area will be favored with reduced taxes and utility rates. The dream is to fill the two- . story Internet Center with com- panies that rely on computer networks: software developers, homepage advertisers or even telemarketers. City officials also want to fill vacant walk-up space above Norwich's main street, creating jobs and new sales tax revenue. Obrosky imagines high-tech workers driving through Nor- wich's measly \rush minute\ and then \at the end of their stressful day, they can see Aunt Bea and Opie Taylor. That's just the kind of place we are.\ There also are plans to get Aunt Bea plugged in by keeping Chenango Net costs low and set- ting up public access points. Local leaders drop the word \synergy\ a lot, believing that by juicing up their communications network and getting everyone from academics to farmers in- volved, they can make Norwich a high-tech incubator.
