Wallett, 49, of Brookside Avenue, Morrisonville, director of personnel for Clinton County, died Friday, Nov. 3, 1995, at her home following a long illness. She was born in Champlain, Sept. 29, 19 46, the daughter of Oscar and Rita (Trudeau) Bechard. She married Robert G. Wallett, Nov. 18, 1967, in St. Joseph's Catholic Church in Coopersville. Their daughter, Alyssa, was born April 19, 1973, in Plattsburgh. • Mrs. Wallett was a communi- cant of St. Alexander's Church in Morrisonville for many years. She served regularly as a lector at St. Alexander's and was a member and past president of the parish elementary school's Board of Education. She graduated from St. Mary's High School in Champlain in 1964. In December 1981, she re- ceived a bachelor of arts cum laude in economics/business from SUNY Plattsburgh. Prior to graduation, she was inducted into membership in SUNY Plattsburgh chapters of Omicron Delta Epsilon and Pi Kappa Delta, the national aca- demic honor societies in economics and business disciplines, respectively. Mrs. Wallett pursued graduate studies at SUNY Plattsburgh and later Russell Sage College, where, at the time of her death, she had completed all but thesis. work toward a master's degree in Paid Political Advertisement public administration. While an undergraduate at SUNY Plattsburgh, she was ac- tive in forensic competition at the state, regional and national levels, earning a number of awards for her performances in persuasive, informative, inter- pretive and after-dinner speak- ing. From the time her eligibility to compete as a student expired through the fall of 1994, she served as a volunteer assistant coach of the SUNY Plattsburgh forensic team. She played a key role as tournament ad- ministrator, event judge and mentor to many champions and finalists who led the college to the state and national pro- minence in intercollegiate debate it enjoys today. From 1966 to 1980, Mrs. Wallett was employed in varied service and supervisory capacities with Bell System operating companies in Illinois, Virginia and New York. Her final post with an industry-affiliated firm was with New York Tele- phone in Plattsburgh where, during calendar 1980, as business-office supervisor, she assumed total responsibility for and directed a major computer conversion for the company's business office. In 1982, she joined her hus- band in managing and operating the family-owned Peabody's Res- taurant on Clinton Street in Plattsburgh. She was appointed deputy Clinton County administrator in May 1986. In January 1992, she was named personnel director for the county, overseeing com- pliance with the county's Civil Service Law and Rules and all of its civil divisions. She was also responsible for planning,, im- Ppid Political Advertisement plementing and evaluating a wide range of county personnel policies and functions. \Carol Wallett was the con- summate professional,\ said William Bingel, Clinton County, administrator, \but beyond the competency and high ethical standards she brought to her position, she was revered by her many friends and colleagues as a ( kind, gentle and innately decent human being. \She will be remembered for her genuine concern for others, for her progressive and positive attitude, and for her engaging and refreshing sense of humor. These and similar qualities that were second nature for Carol Wallett earned for her the uni-' versal admiration and respect of co-workers at all levels of county government, and all of us will miss her terribly,\ he said. An avid golfer for several years, Mrs. Wallett was a member of Bluff Point Golf and Country Club in Plattsburgh and, more recently, at the Adirondack Golf and Country Club in Peru. In August 1993, she earned the title of women's club champion at Adirondack. Poid Politkol Advertisement She was a member of the Kiwanis Club of Plattsburgh and was a past member of the Cham- plain Valley Morgan Horse Association. Besides her husband and daughter, she leaves three brothers and sisters-in-law, Oscar Bechard Jr. and Donna Bechard of Beardstown, 111., Carl and Mary Bechard of Vestal and William and Susan Bechard of Plattsburgh; two. sisters, Sister Rosina Bechard of the Daughters of Charity of the Sacred Heart of Jesus, Littleton, N.H., and Mrs. Richard (Jeannine) Golden of Malone; her stepmother, Marie ' Tatro Bechard of Champlain; and several nieces and nephews. Calling hours at the Brown Funeral Home, 29 Broad St., ' Plattsburgh, will be today from 7 to 9 p.m. and Sunday from 2 to 4 and 7 to 9 p.m. A funeral Mass, will be celebrated at 11 a.m. Monday at St. Alexander's Church in Morrisonville. Burial will be in the parish cemetery. Memorial donations may be made to Hospice of the North Country Inc. or the Morrison- ville/Schuyler Falls Emergency Squad. He was an independent elec- tronic sales representative for many years before his retire- ment. He was formerly a resident of Westboro, Mass., and Riverton, N.J. He has been a Hague resi- dent since 1989. Previously, he vacationed in Hague since the early 1960's. He was a veteran of the U.S. Marine Corps having served during World War II. He was wounded at Guadalcanal for which he received the Purple Heart. He was past president of Edson's Raiders Association, the 1st Marine Raider Battalion. Reath, U.S. Marine Corps of Camp Pendleton, Calif., and Michael L, Reath of Riverton, N.J.; a daugh- ter and son-in-law, Patricia K. and William Graves of Voorhees, N.J.; four grandsons; and a granddaughter. Calling hours will be held Monday from 10 to 10:30 a.m. at the Church of the Blessed Sacrament in Hague, where a Mass of Christian burial will be celebrated at 10:30 a.m. with the Rev. Joseph O'Brien, pastor, of- ficiating.
