PAGE 10 PRESS-REPUBLICAN GENERAL NEWS TUESDAY, OCTOBER 31,1995 Serkil looking west to expand its scope of landfill ownership By LOHR McKINSTRY Staff Writer Southern Eiu> luraau LANDFILL. ELIZABETHTOWN - Serkil executives say their firm is looking at buying municipal landfills in northern and western New York as it expands from its Albany-area base. The Essex County Board of Supervisors gave preliminary agreement Monday to a plan to sell the county's regional landfill in Lewis to Serkil. Serkil Vice-President for Public Relations Anthony Elac- qua said the Castleton firm is seeking to buy other landfills to operate. \We're in the process of doing several, out in the western part of the state,\ he said. \These pro- blems are pretty common with most municipalities.\ Essex County's problems began after the U.S. Supreme Court struck down flow-control laws that had allowed garbage to be kept within certain areas for disposal. Its $144.50 a ton dum- ping charge was one of the highest in the state and private garbage-collectors began taking trash elsewhere. \At $144.50 a ton, we didn't make enough money for closure or next cell development,\ Super- visor Thomas Scozzafava, R- Moriah, said. \We couldn't pay our debt service.\ The county owes $875,000 a year on debt service for the land- fill, which cost $7 million to Paid Political Advertisement Continued from Page 1 needed more information on the deal. The sale must get final approv- al at the November Board of Supervisors session. The county began considering selling the landfill this year after the U.S. Supreme Court struck down flow control laws that municipalities had used t<p keep trash within their borders. Wjth an open market for garbage, haulers took their loads wherever the price was lowest. If Essex County kept its landfill, it would have to make up the defi- cit by shifting costs from usage fees to the tax rolls. \I think people are already painfully aware of what the alternative is and that's to put $900,000 on the (tax) levy,\ Scozzafava said of the sale. \There are some things government probably shouldn't get in- volved in and garbage is one of them.\ build, including all transfer sta- tions. Elacqua said Serkil would take, out-of-county, but not out-of- state, trash. \It's our intent to keep garbage in New York state,\ he said. The. company plans to make money on the Essex County land- fill by charging higher fees for out-of-county solid-waste than the $35 a ton the county will pay. Serkil agreed to guarantee the $35 a ton for however long it runs the county landfill, and part of the agreement is that it can't Paid Political Advertisement sell or lease the landfill without approval of the Essex County Board of Supervisors. . Supervisor Donald Mclntyre, R-Westport, said the county should take more time to con- sider the Serkil offer. \This is a major step,\ he said. \I think it would be appropriate to hold a public meeting on this.\ Ways and Means Committee Chairman George Canon, R- Newcomb, said a public meeting on the Serkil deal could be held later.
