Each development was closely tied to the 60-day truce, brokered by the United States and sched- uled to go into effect early Tues- day (7 p.m. Monday EDT). Serbs were pushing Muslims out of northwest Bosnia, trying to change the area's ethnic makeup before the cease-fire froze front lines. Elsewhere, both sides were battling for territory that could leave them more secure militarily or give them a stronger bargaining position at peace talks. The cease-fire, will not start, however, unless the besieged capital's electrical and gas systems are restored. All sides have planted mines around a hill in Kokoska, about 12 miles west of Sarajevo, where main power lines are damaged. Myriam Sochacki said the United Nations also would clear mines from a road leading to the gov- ernment-held enclave of Gorazde in eastern Bosnia. Bosnian President AHja Izetbegovic told reporters Satur- day there was only a slim chance that gas and electricity supplies would be restored in time. Izetbegovic said he did not be- lieve the truce would begin on schedule \because the conditions have not been fulfilled^\ His rival, Bosnian. Serb leader Radovan Karadzic, said he hoped American involvement in getting the cease-fire would ensure its success. Karadzic spoke while visiting Serb-held Bosanska Dubica on the border with Croatia in northwest Bosnia. Previous cease-fires, including one arranged late last year by former President Jimmy Carter, have collapsed ~ sometimes within a matter of hours. The cease-fire is one step in a U.S. drive for a peace agreement under which Bosnia would be'-I divided between Serbs and the Muslim-Croat federation. Which j;! side will get what land has stillid not been resolved. • More than 450 refugees, most of them women, children and the -^ elderly, arrived in the gov- if ernment-held city of Zenica on ;'' Saturday after being driven out of Serb-held cities, including the northern Serb stronghold of Banja Luka. The refugees had crossed a river to avoid going through a minefield and said two women drowned in the crossing. Murisa Kazazovic, 38, said many of the expulsions were car- ried out by Serb paramilitary troops loyal to warlord Zeyko Raznatovic, better known by the name Arkan.
