Despite a $191,722 increase in revenues, the Northeastern Clinton Central School $7 million austerity budget, plus propositions, calls for an additional $461,984 to be raised by taxes. That increase in the amount of money to be raised by school pro- perty taxes - $1,826,878 under last year's budget compared to $2,288,862 under this year's $7,095,028 austerity budget plus $151,358 in propositions (for a total of $7,246,386) - reflects an increase in the tax rate of ILfilta $2.43 per $1,000 of assessed value. Revenues have increased substantially from last year. Under last year's $6.4 million budget, school tax increases ranged from seven cents to 72 cents per $1,000 of assessed value. Here, using the figures cur- rently available, is how the $7 million austerity budget alone will increase the tax rates: Altona, up $1.04 per $1,000 of assessed vahte; Champlain, up 48 cents per $1,000 of assessed value; Chazy, up 92 cents per $1,000 of assessed value; and Mooers, up $1.03 per $1,000 assessed value. Here is how approval of the seven propositions, totaling $151,358, alone will increase tax rates: Altona, $1.30 per $1,000 of assessed value; Champlain, $1.15; Chazy, $1.34; and Mooers, $1.20. Here is how a combination of the austerity budget plus the seven propositions will increase tax rates: Altona, $2.34 per $1,000 ^>f assessed value; Champlain, $1.63; Chazy, $2.26; and Mooers $2.23. Now, here's a comparison of rates: —-A* rate was projected to increase from $16.36 to $17.08 or 72 cents per $1,000. It ended up at $17.36 per $1,000. This year, under the proposed $7.1 million budget that was rejected by distrrict voters the tax rate was expected to in- crease from $17.36 per $1,000 to $19.69 or ($2.33 per $1,000). Now with the $7 million austertiy budget plus propositions, the tax rate will increase from $17.36 to $19.70, up $2.34. • Chazy — Last year the tax rate was projected to increase from $16.64 to $16.95 or 31 cents per $1,000. It ended up at $17.91 per $1,000. This year, under the rejected budget, the tax rate was expected to increase from $17.91 per 11,000 to JW.71 or fSlrSfrper- $1,000). Now, with the austerity budget plus propositions. the tax rate will increase from $17.91 to $20.17, up $2.26. • Mooers — Last year the tax rate was projected to increase from $14.79 to $14.86. or .07 cents per $1,000. It ended up at $15.94 per $1,000. This year, under re- jected budget, the rate was ex- pected to increase from $15.94 per $1,000 to $17.74 or ($1.80 per $1,000). Now, with the austerity budget plus propositions, the tax rale will increase from $15.94 to $18.17, up $2.23. • Champlain — Last year the tax rate was projected to in- crease from $14.60 to $14.70 or 17 cents per $1,000. It ended up at $15.74 per $1,000. Under the re- jected budget, the rate was ex- pected to increase from $15.74 per $1.000 to Slf.97 or (SI 23 per SI .010). To get aewt m Ti^^ write Ste^c » Requirements for voting CHAMPLAIN — To vote in Northeastern Clinton Central School's referendum Tuesday on-$151,358 in non-mandated items, a person must be: a U.S. citizen, at least 18 years old, and have lived within the district for at least 30 days before the vote. Voters will be going to the polls to vote on the non-mandated items, which have been put in the form of seven propositions, because they legally cannot be included in the district's $7 million austerity budget. Voting will take place from 2 to 9 p.m. on Tuesday in the junior high school cafeteria. $38,340 to $46,175. Total- state aid- <*e» -the $310,500 in added aid to be receiv- ed on the energy project) has in- creased from last year's figure of $3,946,64 to $4,133,324 under the austerity budget. Revenue sources other than state aid are also on the rise, such as the increase in the total amount of tuition Vermont stu- dent are paying to attend NCCS. Under last year's budget, tuition from Vermont students was listed as $45,000. Under the austerity budget, that has in- creased to $67,000. Total revenues, adjusted for the energy funds, have increased $191,722 from last year's budget. Total revenues (adjusted for the energy project) have gone from $4,080,302 to $4,272,020. The increase in revenues, however, isn't keeping up with the increase in expenses. The $7,095,028 austerity budget plus $151,358 in non-mandated items totals $7,246,386, but when adjusted for the energy project ($361,014), comes to $6,885,372. Last year's $6,484,799, whea ad- justed for the energy project costs that year, came to Qnce the energy project ad- justments are made, the austeri- ty budget plus propositions reflect a $400,573 increase over last year's budget. The amount of money that has to be raised by taxes (the tax levy) under last year's voter- approved budget was $1,826,878. That tax levy reflected a tax in- crease ranging from seven cents to 73 cents per $1,000 of assessed value. The proposed 1984-85 budget, which was defeated by a 2-to-l margin on May 9, called for a tax levy of $2,231,401. That tax levy reflected a tax increase ranging from $1.23 to $2.33 per $1,000 of assessed value. The austerity budget, which was adopted by the NCCS board on May 17, calls for a tax levy of $2,137,504. That tax levy reflects a tax increase ranging from 48 cents to $1.04 per $1,000 of assess- ed value.
