* I • ' i Tuesday's election birth, death for local parties Cyril Manor By STEVE MA1TOR Staff Writer Northern Clinton Bureau ROUSES POINT - Tuesday's village election here may go down as a trade-off marked by the birth of the People's Party and the death of the Independent organization. „ The trade-off doesn't end there. It will be seen on the board of trustees April 1 when the winners take their seats on the board. The winners of the four-way race for the two vacant trustee seats wer^People Party candidates Richard Favreau with 600 votes and former trustee Cyril Manor with 460. The losers, Trustee Richard Col- lins with 345 and Mark Barie with 161, went into the race with the sup- port of two party organizations. They were nominated to run on the Citizens Party ticket and accepted the support of the Independent organization. Running on two tickets Barie and Collins were expected to Jiave an edge. Their names would be in two places on the ballot, under the 'Citizens banner and the Indepen- dent banner. This \edge\ however, wasn't enough. Turn out for Tuesday's election was heavy with 780 voters casting their ballots. The only other time in recent history when the 700 mark was broken was last year with a voter count of 840. Last year's race was unique. There was a three-way race for mayor. Then incumbent Mayor Richard Letourneau was facing Senior Trustee Cyril Manor and a newcomer, L. Pat Dupras. It was also a contest between the tradi- tional Citizens Party and Dupras* Rouses Point mayor Dupras resigns at Wednesday meet ROUSES POINT — The Rouses Point Village board meeting Wednesday night was called to order by Mayor L. Pat Dupras. he led the reciting of the Pledge of Allegiance to the flag, submitted his resignation and walked out of the meeting. Dupras in a move which shocked the village trustees noted he had a statement to read and said \effec- tive immediately I am submitting my resignation as mayor of the village of Rouses Point.\ As Dupras got up from the mayor's seat he looked at Trustee Richard Collins and said. \It's all yours Dick, it's all yours/' > He then stood up and walked out of the meeting room. Collins as deputy mayor picked up his paper work and moved from his chair to the mayor's and asked Trustee Harry McManus and Trustee Arnold Beal what action they wanted to take on the resigna- tion. Trustee Ken Duffy was out of town on business and with the jnayor absent there were only three trustees left at the meeting The trustees present agreed to table action pending a meeting when all the trustees could be pre- sent. Dupras said Wednesday after- noon that his resignation was cer- tain. He could see no reason for his staying on in the post for another year. \There's just not much sense in continuing. The trustees on the board now, with the exception of one, just haven't been participating. I have no reason to believe that the two new trustees will participate either. They are not willing to sup- port the economic development of the village. The only issue as they see it is hockey. That's it.\ the mayor said. Dupras added he ran for mayor Man pleads guilty to assault charge MORRISONVILLE - A Mor- risonville man. who assaulted a state trooper earlier this week, pleaded guilty to a charge of third degree assault and resisting arrest Tuesday before Schuyler Falls Justice Roger Dashnaw. An original charge of second degree assault was reduced and a charge of harassment was dropped against Raymond De roc her, age 38. of the Sand Road. He was fined $500. Trooper Tom Gibbons went to inquire about a family disturbance at the DeroCher home Monday night. During an en- suing scuffle Gibbons received scratches to his face. Gibbons was treated later at the CVPH Medical Center. People just don't understand the in- tensity of the program we wanted to put out and how it would help the community/' he said. \There's no one left to help me. I'm not going to conduct a one-man crusade for the economic develop- ment of Rouses Point. I won't exist in a vacuum/' he added. The mayor said there was only one way he could get something done on the village board in the past and that was to \push some people around\ and this ended up \in steam rolling them.\ Dupras said he will no longer sub- ject his family to abuse, abuse directly related to his actions as mayor. It just isn't worth it, he com- mented. He said he had no idea who his successor might be. He added that the village trustees would have to hash this matter out among themselves. L. The Indepen^wus and Citizens teamed up to ftfpport Collins and Barie and this time the People's Party, the new kid on the block, took home all the apples, v Man for man, this week's election spells a trade-off on the village board. Collins offered experience on the board dating back to 1972 as village trustee. He served as deputy mayor this year and was head of the elec- tric department for a number of years. Collins replacement is Manor. Manor served as village trustee from 1974 to 1978, was deputy mayor from 1974 to 1978 and served as chairman of the electrical com- mittee for four years. Favreau will take the seat of Trustee Arnold Beal, who also entered village politics as a newcomer. Beal soon made a reputation as an honest, hard worker, a \favorite son\ candidate. Favreau has the same appeal and during the campaign acquired a reputation likened to Beal's. Barie leaves his brief stint as a village political candidate \reliev- ed.\ he said Wednesday. \Dick (Collins) and I hammered Stafford to speak at scouting dinner CADYVILLE — Senator Ronald B. Stafford will be the guest speaker at the Champiain District Boy Scouts of America Annual Awards Banquet scheduled for Saturday at 6 p.m. at the Cadyville Civic Center. All adult volunteer Cub Scout. Boy Scouts and Explorer leaders. Eagle Scouts and interested parents are welcome to attend the dinner honor- ing outstanding area scouters. The voters spoke at the polls. They apparently aren't in- terested in what we had to offer,\ Barie said. The unsuccessful candidate look- ing at the vote totals said that the In- dependent Party born under Mayor Dupras was \dead.\ The support he expected to get from the group just didn't materialize as was forecast. Barie said he was resigning from chairmanship on the village economic development committee. He added that because of Collins' loss he is also expected to step down. \It may look like sour grapes, but it isn't. I feel that there will be a brand new board on April 1 and they should have the opportunity to put who they want on thecommittee,\ Barie added. Collins will be leaving his post on April 1 concerned with the village board's handling of some major pro- jects that are pending. \I'm concerned with what will happen now. There are many im- portant things that have to be car- ried on like the $500,000 grant pro- ject if it's approved, economic development plans, the proposed fire code and the clerk- Richard Fovreau administrator position.\ Collins ex- plained. His reaction to vote Tuesday was: \People voted their conscience and that's the way it came out.\ The trustee said he probably would not seek public office again. \I would like to thank all the peo- ple I worked with these past seven years. It was an enjoyable time for me. I'm obviously disappointed how it all turned out,\ he added.
