The important thing for the people of the Borough of Queens to bear in mind is that the office of President of the Bor ough, and the aidermanie positions,under the revised charter, are more important to them than all of the other offices com bined. The President of the Borough will really be the Mayor of the Borough, and he will, besides, be a member of the Board ofEstimate. The Democratic nominee for President of the Borough Is Joseph Cassidy of Long Island City. He Is an honest man, in tellectually and physically capable of giving the borough an efficient and pro gressive administration. For four years he has been the borough representative in the Municipal Assembly, and his record in this body speaks volumes in his praise. To him entirely is due the matter of se curing the Blackwell’s Island bridge for this county. He has obtained for this great w o r k a n appropriation of several millions, but several millions more will be needed to complete the bridge, and it Is obvious tbat Mr. Cassidy Is the man to be depended upon to carry the improve ment to final completion. This bridge will double the value of real estate in this borough, and property owners and taxpayers are under obligation to Mr. Gassidy for what has been accom plished, and they should, and will, see the importance of electing him to the of fiee of Borough President, bee ruse in this office, and with a seat and a voice In the Board of Estimate, he will be able to ob tain the necessary additional appropria tions for the bridge, and the many other benefits that the borough is entitled to, particularly new school houses. Public policy demands Mr. Cassidy’s election. With the Borough President should be elected sympathetic aldermen to strength en his hands, and we advise the people to give their votes to George H. Creed. That hazing exists among the enlist ed men of tbe army, even if it has been eradicated at West Point, Is shown in a recent order of General Brooke, com manding the department of the east. A soldier who deserted from Fort Myer was captured, tried and sentenced to six months’ imprisonment, to forfeit his pay for that period and to make good the time lost by his desertion. General Brooke in reviewing tbe pro ceedings of the court martial calls at tention to the testimony that the pris oner, who was a recruit, had been mal treated by members of his troop and that he had assigned that as his reason for deserting. The general therefore remitted the sentence of imprisonment and the forfeiture of pay. A. w i d o w h a s Been a r r e s t e d i n J>ay- ton, O., charged with the murder of four husbands, five children, one .sister and four members of different families In which she had been employed as housekeeper. If she is really guilty of all these murders, she has a record of which the most hardened male criminal might well be envious. Kasao Hatoyama, an eminent Japa nese jurist, has come here to lecture on law at Yale. Meanwhile his wife will study the dress of the American wom an. I t is an easy proposition that his wife will find her subject more en grossing than Mr. Kasao finds his. The Nationalists of Spain have sent to President Roosevelt a message of. congratulation, assuring him as the de fender of oppressed people of their k i n d e s t r e g a r d s . S p a i n h a s f o r g o t t e n San Juan Hill sooner than we have. I t is reported that Japan is about to attem pt the floating of a large loan in the United States. It is becoming more and more true that the financial center of the world is at the corner of Broad and Wall streets, New York city. Tour of Observation, Ex presses His Opinions—Shipbuilding the Mainstay ot th e B ritish Iron Trade. J. Stephen Jeans, secretary of tlie British Iron Trade association and ed itor of The Iron and Coal Trades’ Re view, Is in this country making a per sonal study of the situation in iron and steel. His observations on tbe ground coincide with his judgment formed a c r o s s the w a t e r , a n d the r e s u l t s o f them, as written by him for The Man ufacturers* Record of Baltimore, can only be encouraging to American iron and steel interests. Mr. Jeans finds the iron trade here again at the crest of a wave of pros perity, which seems likely to continue for many months to come, but which is hardly reflected in the iron trade of Europe. He regards as tbe mainstay of tbe British iron industry at present shipbuilding, which, having had a re markable revival, is now enjoying something like a boom and whieh has been less cut into by American or Ger man competition than any other brancli of the British iron industry. At the same time British manufac turers are concerned with the possi bilities of keener competition all around, because of the rapid and large increase of the resources of produc tion both in America and Germany. As to the part America is to play iu this connection Mr. Jeans says: “So far as the American Iron trade now has or is likely to have in the fu ture a material influence on the Brit ish iron trade, I think there can be little doubt that under the existing economic regime European prices must be largely fixed, if not w’liolly deter mined, by the markets of the United States. This, of course, is likely to mean that British manufacturers can hardly look iu the future for the excep tionally high prices to which they have been more or less accustomed a t inter vals in tlie past, unless, indeed—which is hardly probable—American firms are so fully booked that they cannot under take outside orders. Sueli a considera tion has naturally a very seriously de pressing influence on British industry. Whatever enterprise has hitherto been developed in the British iron trade has largely been a function of the expecta tion, amounting to a certainty, that if the staying powers of the makers were only sufficient to enable them to wait a boom was certain to come that would recoup them for years of bad business. But this prospect is clearly hy no means_ so good as it was since Ameri can Manufacturers began to turn their attention in solid earnest to the cap ture of European and other outside markets. The impression is growing that those who spend a great deal of money In new and improved plants in the face of such an outlook are taking too many chances, and hence that way danger lies. Nevertheless there is a great deal of new outlay being incurred in Great Britain in the remodeling and improvements of both iron and steel works, and probably quite a dozen of our leading steel plar>s . would be hard to beat in America. This remark ap plies more particularly to steel works of Con sett, Dowlais, Dalzell, Weardale, Lancashire and Cyfartha. But the trou ble is that these works cannot, howev er good, depend on securing orders that will keep them in regular operation ow ing to the necessarily contracted limits of available markets, and in this re spect they stand at a great disadvan tage as compared with the trade of the United States, which, protected at home, can and does make full use of its great resources and opportunities to capture the markets of other countries to whatever extent may be needed to k e e p i t s g r e a t w o r k s f u l l y e m p l o y e d under a recognition of the fact that full going Is a fundamental condition of cheap production.” P a p e r Reading In Mexico. The sale of daily newspapers over the country is a remarkable develop ment of these latter years, says a cor respondent of the Boston Herald writ ing from the City of Mexico. People who formerly were contented with the state government organ, devoted main ly to governors’ decrees and official no tices and with a column of the dryest local information,' now buy daily sheets. Newsboys with City of Mexico papers haunt hotels and railway sta tions, and there are local distributers of these journals in all the chief towns. It is an indication of the moderniza tion of the country, this awakened ap petite for the daily news. A few papers in this city date their editions one day ahead, so they may appear fresh to country readers! But this practice will soon disappear. It Is inherently absurd. Everybody sees through it.
