I t has been ascertain e d th a t there has been over one h u n d r e d cases of specific infectious fever in th e c i t y during the past y e a r (1SS7) an d in by far the largest m a jority of peases th e patient? w ere in th e h a b it of u s in g w e ll water It is a w e ll-know n f a c t t h a t one of the m ost, if not th e m o st, f r e q u e n t causes of typhoid fever is co n ta m in a te d drinking w a ter (especially w e lls surro u n d e d by privy vaults, cesspools a n d loosely con structed drains an d sew e rs), and every possible e ffort should be m a d e to avoid it. Finally I wtah to r e m i n d y o u th a t last April three Of y o u r n u m b e r w e re ap pointed to associate w ith th o m a y o r as a com m ittee to raise th e sa n ita r y ordi nances and prescribe c e r t a i n standing duties and regulations t o be observed by the several officers o f th e board. The pnrpose this com m ittee fw a s appointed for is a very im p o r tan t o n e an d I trust the com m ittee w ill no t a llo w t h e year to elapse w ithout m a k in g som e report. I tru s t the board w ill ta k e th e s e m a tters all into consideration a n d tre a t them carefully and consistently. D u r in g th e m o n th of Ju ly there w a s a carcass of beef sold to one of our retail dealers w h ich was spoiled from being killed w h ile in a feverish condition, b u t t h e p a r ty selling the sam e I t h in k w a s ig n o r a n t of the fact of i t being so unfit, as there was nothing in the g e n e r a l appearance of the m e a t th a t w o u ld in d ic a te anything w rong. A close e x a m i n a t io n \ how ever. show ed the condition of w h ich I .<peak, th e sam e being tainted on the innpr side a n d about the bone. The carcass w a s condem n e d by m e, the m e a t rem o v e d by t h e scavenger and th e m o n ey refunded” Since t h a t tim e an d u p to th e first of N o v em b er I have c o n d e m n e d about 20 barrels of corned beef, o r ab o u t .1,000 pounds. I have had b u t t w o com p la ints from consum e rs a» d do n o t th in k that the m a r k e t m e n have trie d o r intend to sell m e a t t h a t w a s spoiled o r unw h o le some. The quality of t h e m e a ts used by them a t present is u n u s u a lly good. On the 23d of D e cem b er a pig w a s sold by a farm e r to a re s id e n t o f Garden street w h ich w a s unw h o lesom e, tainted and unfit f o r food from being sla u g h te r e d , while in a very feverish co n d ition or being som e w h a t diseased w h ile In ing. Some of the circum s tances in connection w ith the^ case looked som e w h a t • crooked.” b u t on i n v e s ti g a ti n g the m a t ter thoroughly I conld find nothing to w a r r a n t th e tak in g of an y actio n against the party w h o sold it I to o k tb e pork delivered it to th e s c a v e n g e r a n d tbe seller has never dem a n d e d an y p a y for the sam e, although he told m e h e thought som e one ought fto p a y fo r it. I look upon this as r a th e r a serio u s case as the parties buying have been q u i te sick and trace the cause d ir e c tly to th e eating of som e of the pork. I h a v e n o t abandoned this f-ase and som e ev id e n c e m a y yet be produced w h ich w ill be i m p o r t a n t. T h e re is k e p t by th e d if f e r e n t milk m en for th e purpose o f furnish ing m ilk for th e c it y tra d e about [850 cows, th r e e qu a r tern of that num b e r or som e thing m o r e th a n COO being m ilked daily to f u r n i s h c o m snm e is ab o u t 5400 q u a r ts th e s a m e h a v in g been and is a t present of g o o d quality. I have had b u t tw o c o m p lain ts from pur chasers. B o th w e re t h a t t h e m ilk soured p rem a turely. U p o n in v e s tig a tin g tho m a tter I found th e o n e p a r t y h a d skimed th e e v e n ing m ilk th e n m ix e d it w ith fresh m ilk in th e m o r n in g a n d sold tbe wh ole a s p u r e m ilk . I a th e other case I fo u n d th e fa u l t m o re w i t h th a p o r c h a s e r th a n the seller as th e m ilk w a s n o t properly cared fo r a f te r b e in g delivered. I have notified th e m th a t th e law m u s t be com p lied w ith a n d the can s m a r k e d accordingly. Of th e w h o le n u m b e r of cowd which I h a v e exam ined I have fo u n d bu t one w h ich I consider u n h e a lth y , t h a t being in c u r ably lam e from a h ip disease. I h a v e notified t b e ow n e r to discontinue th e sale of th is cow ’s m ilk in the city, a n d think w e need fe a r nothing from th a t source. The av e r a g e q u a lity of the stock f r o m w h ich w e :u e supplied w ith m ilk is u n usually good a n d in m o st cases in v e r y fine condition. T h e re is one thing, in w h ich t h e r e m ig h t be an im p rovem e n t w h ich is in v e n tilatin g their stables p a r ticu larly w h e n they aio in base m e n ts. I h a v e suggested a m o re th o r ough a i r i n g of th e s a m e especially in m ild w e a t h e r a n d I t h in k we m ay e x p e c t som e im p r o v e m e n t in th a t direction and as a re s u lt p u r e r m ilk for i t is a fact t h a t m ilk w ill t a i n t a s readily f r o m an im p u r e atm o s p h e r e as from im p r o per food. In s p e c to r Sisson reported that he h a d been pro s e c u ted m co u r t for the alleged m a licious prosecution of Jam e s B r y a n , ow n e r o f t h e C o m m e rcial hotel pro p e rty in G a r d e n s tr e e t. I t appears th a t the i n spector o r d e red som e im p rovem ents to be done a b o u t th e hotel which the o w n e r had n e g le c ted to do and for w h ich neglect he bad been prosecuted. T h e suit a g a i n s t Inspector Sisson will be tried a t t h e n e x t term of c o u rt. D r.
