The iiuestion of tho rights of slat cry under the United States guvernmcm, can be settled just as ch nplj ivw as at any ulturo period; and, therefore, we are plc.aboi! that South Carolina has taken the initiatory st- ps that will either event- uate in tho dissolving of the Union, or the ai'tlh inetit, for all time, of 'h e rights and priuli-gos of shivery. This question has agitated the people too long already, and the sooner the lies of the confede- racy nre scveied, or the precise immuni- ties of shivery defined, the snojer Will the tmtutal prsoperity of the country, or at least of ihe North, be restored. Yv'o am for our country when sho is ripht, and for the Union, if with its preserv alien can j be preserved the rights and immunities sacred to freemen—and no lunger. If the Union can only he perpetuated by a sac- rifice of the birth-rights of Northern freemen, then we would join hands with South Caulina for its dissolution. The Union was formed for the maintenance of the rights of individuals, and when it fails lo a^cimplish its original designs, if it cannot bo remedied, it is better that it be dissolved. It should not Le dissolved without am- ple cause and justification. No cause lias yet arisen, affording a reasonable pretext for any mou-inent looking toward a dissolution. The South should he ca- pable of maintaining its rights without a rc'ort *o revolution, mid we are sure the North will maintain its own. Secession not t o be Prevented by Compromises. Tho spirit of secession has not beon kindled in tho slave States by the con- stitutional position taken by tho Bepttb- lican party, nor by tho election of Abra- ha m Lincoln to tho Pr-sidency, nor by tho personal liberty bills passed by »omo of tho freo States. These circumstances have had bu t little, if anything, to do with the present movement at tho South. Tho true cause of their dissatisfaction is tho restraint which tho constitution holds over tho extension of slavery into tho territories belonging to tho United States, and tho lidding of men thero as slaves. So that any compromise, which the II publicans ran consistently propose to tho s!a\o States, would bo scouted by tht'in, and treated with derision. Any c. niproinise they will accept must en- dorse ihe Dred Scott decision, nationalize slavery, and make it eo-cxtensivo w'th the. constitution. Taking the nUive p siti u t o be true, it sh-ws the impossibility of the Repub- lican party to meet thcii demands with- out degiading it, and departing from tip just and constitutional pound promul- gated in the Chicago platform. This fact alone, has, beyond a qui Mien, ha d much t o do in the begetting of the jeal- ousy existing nt the South toward th e North. The North has encouraged free labor, fico educational institutions, and cnterprisis in which muscle ami trains were blended. Tho South has exercised its fullest poweie in increasing shne labor, in prohibiting the education of its work- ing men, and in confining labor to muscle and sinews. Under the working of these two almost diametrically opposed sys- tems, i. is not strange that great prosper- ity should havo characterized tho one, while tin other remained almost station ary. The North has quietly maintainor) its local laws, institutions and enterprises its growth and prosperity being tinpara leled in tho history of nations. From the nature of the Southern institutions, ns a certain result of the law of caiee and effect, difficulties there could not he avoided. Although the Southern States have, unmolested, adopted and enforced such local laws as they deemed advisable and expedient, their peculiar institution has bien to them a great souico of to their p> ekiis m < But the rank and fib of the party un- derstood what they voted ft r, and they understood the duty and obligations of tluv.e they elected to n pre-cm them in Congres 1 --, and execute th 1 ,ws of the n it : oti. Any considerable d parture from a nob'.o stand fur ..ur constitutional rights, by tho officers elected by the Republ'.c- ans, last November, rither representa- tive or executive, will bo remonstrated against by ihe electors, and the guilty branded as unfaithful to their trust. L\t the parly and its agents stand by lis principles, and present a unit d and determined front; make no compromises with secessionists or traitors, but make them submit to tho decrees of the ma- jority, or take the consequences. South Carolina and other slavo Stales never would have gone in their treason- able course as far ns they have, had our chief magistrate been Andrew Jackson instead of James Buchanan. They un doretand the man they aro dealing with, and they intend to prenc.li and practice treason under his indulgent rule, until tho people through th- slavo States aro inflamed by thoir false representations of tiie v iews and intentions of the Repub- lican party; so that when Lincoln takes the Presidential chair, on the -t'li of March next, they may present it united resistance io th-- execution of the federal laws, and bid defiance to the power of die government How successful they may be in carryirg out their foolhardy undertaking, they vvid loam, when Lin- coln takes the reins of government. The result will depend upon Ins fitness for tho high and responsi 1 lo position to which the people have ehvateil him. If ho has the firm determination to do what is right, and submit to nothitu wrong, tempered with discretion, (which I be- li ve ho has,) traiti rs will soon begin to tremble; secession and rcsis ance will no more be mentioned; and those that have been foremost in tho disunion agil at ion, trill he the first to sue for pardon, and declare llnir loyally. All that is want ing, (in my opinion.) i« a determination HI the part of th government, to put, n nlcllii-n without counting the cost, nnd very little eo-t will be necessary.— Laxity in the govi-rumen- has emboli! cited South Carolina in its rebellious course, and brought about the present state of things. The slave States have less reason to complain of the personal liberty bills passed at ihe North, than the free States havo to complain of the obnoxious fen- niious homes. At an investigation of the matter by the students, last Tuesday evening, it was found that the whole affair grew out of a private misunder- standing, and an amicable Btato of feel- ing was restored, in spite of the efforts ol a portion of the New York press to give it it political bearing The fifty-fifth anniversary of the New England Society was celebrated by a dinner, at tho Astor House, on Saturday evening.
