W h e n e v e r the commissioners of health, or either of them, shall charge in writing any pilot with any violation or neglect of duty, the warden of the port shall suspend such' pilot from his office, until be shall have entered into a recognizance before some magistrate in th6 city of N e w - Y o r k , in the sum of two hundred dollars, and with sufficient sureties, to appear and answer to the offence charged, at the next court of general sessions for the city and county of N e w - Y o r k . ^ 84 .
