Catalano and Geurtze agreed. . Geurtze and Mullenneaux both cited the disparity between the amount of money the town committed to the sewer and water projects. Geurtze said since 1993, the town committed over $65;000 for the sewer project and $2,900 for the water project. He said that the board held that the \people of the hamlet wouldn't want to handle two of them at the same time. The reasoning was if they could fix the old filtration system, why bother looking into a new system?\ But, Geurtze continued, the current water source, Lake Myosotis, constantly produces turbidity. ^ Geurtze said he and Catalano have alrlidy started the pro- cess of looking for groundwater O^^^p^/^Xtag. He said Cliff Forando, an associate public health engineer with the Albany County Health Department told him that his office was concerned about residents not being aware of lead and copper in the water. Geurtze said he asked town clerk Kathy Hallenbeck about the notice of violations. Hallen- beck, Geurtze said, told him copies were made of the viola- tion notice and sent to resi- dents, but the town failed to send the Health Department notification over what was sent out. The board has been cautious about committing to the project, he said. \Some of the board wants to make sure the resi- dents of the water district want to pursue a groundwater pro- ject,* Oeurtze said, adding, \If RECD thinks residents are having a problem with it (project), they will throw out the application.* Geurtze said early in March that when he receives notice about the turbidity violation for January, he will forward it to residents with a cover letter that states the town board is pursuing an application for the grant and loan. \It will also say we're pursuing research into well water. Forando said his office sent several letters to the town during Myra Dorman's reign as supervisor about holding a public education meeting on lead and copper found in the water. \We were verbally told it was done, but we. never got written certification.* Asked if the public education meeting actually took place, Geurtze said he didn't know. Catalano outlined what was .needed to get the RECD funding: - \An approved engineering report... Existing circumstances... Environ- mental surroundings... A fairly detailed description of improvements proposed and a description or analysis of alter- natives.\ The engineering report is crucial in determining whether the water supply is adequate, Catalano said. This report would also address the town's ability to tap into the supply.\ Once a site is test drilled, it must be able to release at least 30-gallons per minute, he said. Another factor, he went on, is the environmental review pro- cess. The town must either show ownership or a commitment to control the site for the period of the loan, Catalano said. If the board commits to the project, Catalano said the ap- plication process could he com- pleted in three to five months. \A lot of this can be pulled together fairly quickly just by getting letters out. The key comes down to getting an evaluation and opinion from an engineer with a project proposal.\ Asked if the town engineer, Santo Associates, would be tackling the project, Catalano said, \That would be the most cost-effective way of handling it.
