'The Cen- tral Railroad, like the Erio Canal. commence, } es at Buffalo* shd ends at Albany, the two - passing through the State side by side. Prior d paid tolls .as one of the: ' to 1851’flm; J conditions on which they enjoyed their fran- chisel; In 1853 all the Roads canstituting - ghe line from Buffalo to Albany, were consol- idated under the name of the\ New York Central Railroad, and fictitious stock created to the amount of near $11,000,000. 'This stock, never paid In by the stockholders, was | added'to the real stock paid in by the owners of the Bead, and upon this real any! bogus stock the Compgy has over sinco been pay» ing dividends. aving been released in 1851 from liability to pay tolls. the Road bas ever since been compting, and successfully, with the Erie Canal for the through freight. 'The tolls fromm the Canals bave been steadily, fall- ing off from near $4,000.000 por :apnum in 1851, to less than$2.000,000 in 1859, and the State has been compelled to resort to direct taxation to make up the deficiency, and to raise means to complete the enlargement of the Canals. The Governor in his messgge, called tho at- tention of the Legislature to the alarming de- crease in the Canal revenues, and urged the policy of again tolling the Railroads. Ac cqrdmgly a Tol Bill and a Pro-Rata Bill were introduced in the Agsembly ; he first obliging the Railroads to pay toll on freight carried by them and diverted from the Canals. “1311; measure is Intended tor her opposition, and much «doubt exist the result in the Legislature. It is claimed by the Railroads that it will réin their busi- ness and render their property valuelses. On the other hand the friends of the Canals con- tend that they will be ruined if the measures , are not adopted ; that the Contral Railroad was not chartered as a freight Road, but as a passenger Road; and that the interests of the , State must not be sacrificed and the people subjected to enormous taxation.\ to fill the 52:85am of the capitalists who own these s. In the investigation of facts before the Committre of the Assembly, it appeared that the Central Road carried timing]; reight in many instances at less thao actusl cost of transportation, and that the grossest inequali ty prevailed in the prices charged on freight - belonging to citizens of other States and our own State. For instance, the Erie Road charged the citizens of Toledo $40 for a cat- tle car from that city to New York, when West to the ruin of 'the Eiie Canal nnd Frio Railroad, there would be no dont of an ad- equate return for the money actgally invested. But the Central Rajlroad has it.in contem- plation to destroy 'the Canals by reducing their income and forcing an oppressive system of taxation on the W0 181m supply the de- siency, ap.] “155 pel the State fo sell to 'them their pablic works. But this cannot be ascomplished in this generation. The pres- oot constitution prohibits such a policy, and it would be madners to insist on its adoption. ft is proper we should state that one of the leading arguments advanced by the Rail- road interest in the Legislature, , is that the competition of the Railrogds and avennes in Pennsylvania and Canads for the Western trade ovlige them to reduce their tariffs on {bx-00511 freights, and advance their tariff on way freights.
