The bank of the Ogweg&tchie .river, on the east side, from the Dam to the bridge is semi- circular in form, and rises in a bluff about thirty- five to forty feet at the foot of Montgomery street'and falls gradually .to about twenty-five at the bridge. . . Time waa When the bank fortned the popular resort and promenade _qf our villagers, and many years ago the public spirited young men made considerable efforts to improve and make it attractive by planting shade\tree3 the entire 'distance. , , ; , ., The ruthless hands of time and vandals, and the action of unrestrained water has daring the course of the last twenty-five years destroyed a great deal- of the primitive beauty of this natural amphitheatre, and-rendered it more a receptacle and depository of filth and rubbiish than a place of resort of pleasure seekers. An occasional effort has been made by some of our citizens to rescue it* from decay ind make it \a thing'of beauty »nd» joy forever\ by trans- forming it into a public park, but these laudable endeavors were not properly seconded. On one occasion the \City Fathers\ submitted a propo- sition to raise money by tax for the purpose of purchasing' and making it public property, so that it might ultimately be improved and made one of the most beautiful city parks to be found under the Sun, but the proposition received but a few votes and failed. Within the past three years the project for making it a public ground has been revived and various-plans,suggested by which it might be secured, but nothiag was done, until Miss Mary' Parker, who never is at a loss for a plan when anything laudable is to be done,conceived the idea of making an appeal to the liberality of George Parish, the proprietor, who is flow a resident of Bohemia, Austria. A-very respectful petition was drawn up and signed by MiaB Parker and several other public spirited ladies of this place, asking that the bank of the river might be donat. ed to the ladies, of Ogdensburg for the purpose of beautifying and transforming the same into a public park. Tliis petition was sent forward last Fall and a reply has just been received from Mr. Parish acceding to the prayer oft the petitioners and directing that his portion of the bank of the Oswegatchie extending from a short distance from Green street to, the Water power lot at east end of the dam.be made.over to the ladies for the pur\ poses named m their petition. We believe that the plan oil the ladies is to have Wat«r street^closed for carriage travel from Green to Montgomery streets, and also to clos* Knox, Jay and Pickering streets at the several junctions with Water street, construct a wall at the water's edge from Montgomery to Green streets, grade oflf the crest of the bank, throw Water street into the park, provide the same with walks and shrubbery, and thus furnish our city with a plat that will not only prove an orna- ment, but make, the most delightful spot in the State. | To do this, the liberality of Mr. Pariah must be seconded by our own citizens. There is a small strip remaining between Mr. Parish's ground and the junction with Green street, which is private property and ought tol be donated. The property owners along Water street fronting on the proposed park, we believe, 'will subscribe lib- erally to carry ont this praiseworthy undertaking, which promises so much for the pleasure of all classes of,\ our .people. We'consider the response of Mr. Parish to this petition of our ladies as one of extreme lib- erality, and hope to see it acknowledged in an appropriate public manner, as soon as occasion may afford an opportunity. . barriages and Buggies. Honeycomb, Practical Phrenologist, who has been stopping at the Seymour House, for the past week, will remain another day.— During his brief stay he has made over one hun- dred and fifty examinations, and written-out many descriptions of character, giving entire satisfaction to his numerous patrons, and mak- ing a good many converts to the trutliB of the science. It is said that the Managers have the original dispatches which were sent by Mr. J. to prominent officials, both military and provisional, and others, urg- ing them to use all the means in their pow- er to defeat the legislation of Congress, and which will be produced on the trial. It is also alleged that they have important evidence On other points, more particularly on the manner in which those laws which he deem- ed unconstitutional and therefore vetoed, were executed by his agents under his instructions. a( ^ The cost of running a train of ten coaches from Buffalo to New York, via \Erie is about twenty dollars per coach of eighty passengers. Elmira and vicinity have enjoyed one hun-; dred and fifty days sleighing during the past winter. ' : Sterling Webster, a farmer, residing in Gato, Cayuga county, was drowned in Owaaco Lake, on Wednesday.
