The Saratoga races will commence on Wednes- day, August Sth, when there will be two races. The Afton toll bridge, the Batterson bridge on TJnadilla river, Emmon's bridge, at Emmon's Station, on the Susquehanna, one span of Tabe bridge on Otselic river, and bridges on thi Chenango, \Walkill and other rivers havo been roughly handled. A letter, postmarked eleven yeara ago, ad- dressed to Miss Yan Hoosen, Schodack, was found, last week, by mail agent XJpham, Hudson River route. It had slipped into the false bottom of the distributing table, which, with the car. had been laid up for several years. The owner received the letter. A company of about one hundred ladies and gentlemen went from Troy to Albany, to hear Dickens. WHen they wished to return, thej found only one car provided, which, of course accommodated but a small portion of the crowd. The result was that the bulk of the party deter mined to foot it back. At the lone hour of one o'clock the next morning, a long line of be draggled men and women on foot, went in sad and solemn procession over the Eensselaer and Saratoga railroad bridge, with the ardor o their admiration of Charles Dickens somewha cooled by their melancholy experience. A queer old fellow lately died at Albion, Mich, after a solitary life of nearly thirty-five years dwelling in a hut, wearing nothing but cotton bags for clothing, no -boots or shoes in Winter, and always sleeping in his coffin, in which he was found dead. Disappointed love is said to have caused' his singular life ^c y Clay Dean says, in a note to the ^Eastern Argus, that \long experience has de- monstrated that no dog law can be made suffi- ciently stringent to preveut puppies from bark- ing at gentlemen.\ He knows how easily ,he breaks over such restraints. en. McClernand's antipathy to Grant is explained by the circumstance that in the camp before Vicksburg a number of the Generals were amusing themselves by guessing the ages of one another of the officers. The ball entered his left breast and will probably prove fatal. • NEW YORK, 2?.—World special' says I There is a report to-night, which comes from a respect- able source, that Judge Chase,' upon reflection; and full examination of the Constitution, and the discussion upon its formation and adoption, had concluded his functions as presiding officer of the Senate, when trying the President on im- peachment, are in the nature of those of a Judge presiding upon the Bench. Therefore, it is his province to decide all legal questions; thjjEt may. be raised' by either the prosecutors or- the accused in the progress of the trial, and it is further stated that this matter has been considered and discussed informally by the Supreme Court Judges, who coincide with the Chief Justice in the views above set forth. When the defence is opened ia the impeach- ment trial, Stanton is to be placed on the stand with his commipsion, to show that he was not appointed by President Johnson and therefore is not subject to the provisions of the civil ten- ure act. The President has not selected an attorney to fill the place of Judge Black of counsel in the impeachment -trial and U is understood that Mr. Johnson does not propose to retain any other counsel than the gentlemen who appeared for him on Tuesday last. NEW YORK, 27.—Times special says that the impeachment managers find that they will be able to make their opening argument, put in all their evidence and conclude their part of the case except the closing argument as early as Wednes- day or Thursday of next week. The charges of violation of the Tenure of Office Act and the Constitution will be substan- tiated by documentary proof, the charges of conspiracy by oral evidence, and copies of cer- tain records, and the charges baaed on the public speeches of the' President, by the original notes of the stenographer, who reported them written out and sworn to. This will substantially complete the case for the Managers, and as everything but the speech- es is admitted by the President, he will-neces- sarily have, but little rebutting proof. The case therefore really turns upon the af. guments on the various points of law that will be raised, rather than upon evidence of fact, for in this respect both sides agree upon nearly, ev- erything but the reports of the speeches. The defence rely upon their ability the prove that many Senators, at the time the tenure of office act was passed, expressed the opinion that it did not apply to Mr. Stanton's ease and they will be requited to verify what they said, under oath.
