Footu issued the fol- lowing proclamation to the inhabitants of Chtrkuville: At the suggestion of the lion. Andrew Johnson, Judge Wisdon, and the Mayor of the city, 1 hereby announce to all peaceably disposed persons, that neither in their pcrw>uH or property $hall they suiter molestation by me, or by the naval forces under my command, and they may riafclv resume their business avocations with assurances of my protection. At the same time I require all military and army stores to he surrendered, no part of them being withheld or destioyed, ami further that no Secession flag or mani- festation of Secession feeling shall be ex- hibited, and for the faithful observance of these conditions, I \shall hold the au- ttiorttittit of the city responsible. The burning of Winton by the Federal forced is confirmed. The Oth N. Y. Kegiment has made an expedition up the Chowan River with three gun boat*, but having found the enemy in full force, returned without making an attack. Among the passengers by the Balti- more is Chas. Henry Foster, who waa yes- terday reported killed at Winton by the Southern pipers. The election ordered by the Provision- al Government of North Carolina result- ed as follows:—As returns have been re- ceived, the re-election of Mr. KOBUT to Congress is confirmed. The ordinance, of the Convention was also ratified. The object of the expedition of the Oth X. Y. Regiment win* to debtroy the Kail- road bridges in the black water and Chowan .Kiver. The enemy were, how- ever, diseovered in large force at Winton, and no landing was made. The enemy lired at our gun boats. The town was shelled. The Bunifcide expedition wa» still at Roanokc Island, and General Williams' brigade at Hatterus had received drders to proceed there. The S. H. Spaulding left Uoanokc- laland on Friday for Klixapcth City, with prisoners taken by Ocn. Burnsidc. They were paroled for exchange. The 8. It. A Hpcciul despatch to the Chicago Times, dated Cairo, 25th, says:--An ar- rival from Fort Douelson reports that the enemy has strong fortifications on Pine Binifa, 12 mile* this Hide of Nashville, and were concentrating there, and would make a desperate stand. The report that Bucll had occupied Nashville Saturday night was untrue, an he could not reach it by forced marches before to-day. There is no change iu the position of our troops on the Cuml>erlund. Buell's army, and stating that the rebels have fallen back on Murfrecsboro, about U0 miles south of Nashville. • NKW-YORK, Feb.25.—Information from Ship Island says the British steamer Buel loaded with cotton from a steamer with a rebel flag, laying in Grand Uivcr, was captured by the sloop of-War Portsmouth. She had about half a load of cotton on board, and had previously landed a cargo of blankets and ordnance stores at Mate moras. The British Captain is a prisoner on the Portsmouth, ami the steamer will soon be sent North for adjudication. Her cargo will not be touched. CAIRO, Feb. 25.—Special to Chicago Tribune: Nashville was yesterday occu- pied by 10,000 troops under Gen*. Buell. The Federal flag is now floating over the State House. The Tennessee Legislature adjourned \ last Saturday week, and met yesterday at Memphis. It is reported that Commissioners have been appointed to confer with the Fede- ral authorities at Washington, to arrange terms of transfer of allegiance, and that GOT.
