NKW-YOHK, May ft.—The uteamship City of Baltimore, from Liverpool on the /24th and (.Jueonstown on the 25th ultimo, arrived thin morning, bringing 708 pas- sengers and #27,740 in specie. A prospectus was issued at Liverpool, with influential support, to run steamers direct between Liverpool and New-Or- leans, and another from Charleston. The latter starts July 1st. The French fleet has been ordered out to convey French troops home from Syria. A commercial treaty between France nnd Belgium has )>een signed. Prince Napoleon has abandoned the intention of going to England to receive satisfaction from the Duke D'Orncl. The Italian Ohaml>ers have decided to consider Uaribuldi's project of arming the country. It i* denied that Spurn intends to re- ject the offer of the corporation of 8t. Domingo. Our troops will take possession of Alexandria to-morrow. The Pennsyl- vania troops passed through Baltimore last night and are now in Washington. The American flag floats over Havre de Grace. It is ru- mored that several boats loaded with troops are coming up the river. Phelps andOrr addressed a large meeting to-day^ denouncing secession, and said they hoped the l>order States would me- diate and fling back secession. Secession is dying fast. , May 0.—Special to the Post: The steamer W. B. Hansom is to convey forces from Annapolis to retake Smiths point light ship. She has4 guns and 70 men on board, and will replace the light which has l>een femoved by the rcl>cls. A war steamer is now stationed off fort McHenry at Baltimore, to assist in emergencies. 4 regiment* left Annapolis for the He- lay house last night NKW-YOKK, May (I.—Special dispatches from Baltimore to the Times says, the legislature reassembled to day. Since the failure of the Committee of Safety, they will not attempt to call a Con- vention, if they do have union men they will insist on the question, Convention or no Convention, should be referred to the people for election of a delegate. At Baltimore I had an interview with Gen. Butler last nijfht, who said that the Northern troops must be allowed to pass in safety over the ground or blood would be spilled if thev were attacked. Gov. Olden has accepted the brigade of Hudson County troops, and General Wright offers his services to the Govern- ment for an indefinite period. Dnlon Meeting a t Watertown* WATKKTTOWN, May 4.—A grand dem onstration was held here this evening.— An immense Union pole has been raised in the public square. Four companies of volunteers and the Home Guards have been parading our streets with music and banners. Speeches were made by .Tames F. Starbuck, Lysandcr N. Brown, L. J. Bigelow and I). M. Bennett. The greatest degree of enthusiasm prevailed. HAOKIWTOWN, May 4^—There is great rejoicing here over tlifcthfc successs oii the Union ticket. NKW-YOHK, May 6.—The Commercial's Washington correspondent says it is ex- pected that Baltimotc will be occupied by Government troops on Wednesday next. NEW-ORI,KAKB, May 6.—A steamboat was burned on the opposite side of the river yesterday. Loss f 125,000. The schooner Horace, with federal troops from Texas, passed the mouth of the river to-day, en route for New-York. WASHINGTON, May 7.—Brigadier Gen. Cockey. commanding ((he military troops and defences on the Potomac, border of Virginia, says that (Jen. Huggles has ta- ken up his quarters at Freuericksburgh. He (Cockey) to take up a }M>sition in front of Washington, in connection with the commanding officer at Harper's Ferry. BOSTON, May 7.—Gov. Andrews re- ceived a dispatch from the Government saying that additional troops would be enlisted tor 8 years. Ix>uisy ILLE, Mav 4.—The vote of Lmiis ville in favor of the Union candidates to the Bonier State Convention is from 6000 to 8000. NRW-YORK, May 2.—TheWorldWash- ington special dispatch to-day says that the blockade of the Virginia ports will be effected on Monday, by a fleet between Cape Charles and Henry. Numbers of Union men have arrived, being drived out of Virginia. It was re- ported a secession camp was forming at Dumfries Virginia. # 1500 Volunteers had been enrolled at Galvcaton in 4 days, and 1,000 more from the country were offered. A despatch to the Republican says that about 12 men txslonging to Chicago re- fused to take oath to support Government and left the rank. Major Col. Buchman Commander-in- Chiet of Kentucky Militia, had a Confer- ence with Col. Prentice Commander of the Forces at Cairo. There is much excitement at Paducah, and military companies arc constantly drilling. Four piepes of artillery have been received here from Nashville. It is undersood that the Governor of Tennes- see made a demand on the Governor of Illinois for arms and munitions taken from the Steamer Oilman, the lx>at has since l»een given to the officers and taken to Peducah. War feeliug is very high at Nashville. Several Companies are drilling every night with 24-pounders, and a considera- ble number of troops are stationed at Col- umbus Ky. The town is carefully guard- ed and strangers closely watched. The I>eople fear an attack from the Cairo for- ces. The Steamer Julius II. Smith, slipped by Cairo and landed 450 Colt*s rifles at Peducah. 11. Donavan Collector at this *Port, for- wardwl his resignation to Washington yesterday. ANNAPOLIS, May 2.—The steamship #Jaltic has arrived with the N. Y. Fire Zouaves on board. A great demonstra- tion was made on their landing. The purser of the Baltic reports that they had a lively time on lx>ard. The Zouaves were greatly disappointed in not being permitted to visit Baltimore. The 15th N. Y. regiment has not yet landed from the steamship Kedar. I The Catiline has arrived from New York with provisions. The Baltic reports all quiet in the bay. Gun boats cruise up and down con- stantly. The Rhode Island artillery has arrived, but has not yet landed. They are under orders for important service below Wash- ington. The 67th regiment, of New-York, is stationed all along the road to Washing- ton, in squads within hailing distance of each other. A Captain of the 67th regiment ar- rested a spy night before last at Annapo- lis Junction, just from Montgomery with important papers. lie gave his name as Henry Granval. I am informed that he will lie hung. A son of a very influential family here is also under arrest a» a spy, he opened despatches delivered him at Washington. The correspondent of the Baltimore Sun has left, fearing arrest. The popu- lace are all ready to lynch him. The alarm night Iwfore last was doubt- less a ruse to try the soldiers. I learn at the State. House that the Legislature will doubtless call a Conven- tion. A gentleman from the interior of Mary- land says that the Union feeling is gaining ground daily. One week of Se* cession rule hns disgusted many of its former advocates. NKW-YOUK, May 4.—A letter from the' interior of South Carolina says that the negroes have burned several buildings in the vicinity. Capt Ea^le has been ordered to the command ot the frigate Cumberland. The Post's special learns on good au- thority that the secessionists have planned a force to conflict with the federal trrtops that may attempt to pass through Balti- more. m Gen. Patterson has prepared a flying railroad battery of artillery for use on the Annapolis and Washington railroad. It in reported that all secessionists have been warned to leave Washington. The steamer Columbia, with the Albany Burgess corps, leaves to-night. Hhe has a detachment of the 7ist regiment, two twelve pound howitzers for the 7th regi- ment, 85 mat trasses tor the 71st regiment,' and other stores. The Memphis 25th regiment started by order of the Governor ot Arkansas for Napoleon. Gov. Jones seized at Napoleon 140,000 cartridges, 15 Maynard rifles, 140 saddles nnd 500 sabres Ixiloiiging to the Federal Government for the use of the secession- ists. BUFFALO, May Si.—Four Companies of Volunteers left this evening for the ren dczvous at Elinira. They were escorted to the Depot by the Home Guard, Mill- ard Fill more, commanding in person. The Home Guard is composed of retired commissioned officers of the State militia, and is being thorougly drilled by Major Fillmore. About 150 memtora arc al- ready enrolled. s . NEW YORK HAS FURNISHED A FULL, fltJOTA. NEW-YORK. May 8rd.—Washington dispatch to the Post.—It is confidently asserted that the Government will com- mence active operations against rebels on Monday next. Another requisition is made upon Penn- sylvanian regiments to proceed to Wa- shington to camp immediately. Gov, Morgan has received communi- cations from the War Department ex- pressing obligations for the promptness and dispatch with which troops were sent from New-York for the defence of the Capital, bnt request that no more be for- warded to that point until further advices are received from the Department, all being deemed now safe at Wnnhington. Knowing the disappointment this will occasion, Gov, Morgan earnestly desires that the present uniformed corps which have already been ordered to Washington, but have not'yet left, may l>e received by the National authorities; but unless the Department should consent, these regi- ments will have to be discharged. Van Vechten is acting as Assistant Ad- jutant General of the volunteer militia only. Duncan Campl>cll who has been Assistant Adjutant General of the New- York State Militia retains his old position. ELMIRA. May 8.—The troops give quite a military appearance to the place. Gen. Van Val ken burgh and Gen. Walker are having all they can do to provide for the large number of troops arriving. There are now 1840 troops at this rendevous. 400 of which arrived to day. The Onon- dago Itegiment and a Company from Waterloo arrived last night. Two Com- panies from Utica, and one each from Bath, Dansvillc ami Cuba arrived to-day. 9 Companies from Itochcstcr, one in Can- andagua are expected in the morning. All are satisfied with their quarters, and fare, and the men are in the best spirits, ami express an anxiety to proceed to the seat of war. PHILADELPHIA, May JJ.—Major Ander- son pased through this City at noon to- day en route for Washington, he was re- cognized in passing from depot to depot, and was greeted with intense enthusiasm. BOSTON, May, 8.—The Commercial Bul- letin , give,** 22 suspensions and failures in New-York, 12 in Boston, 5 in Cincinnati, 3 in Baltimore, aud 17 in all other places, a total of 39 for the week. INSURANCE. ITHICA, May 8.—The 1st., Company of Volunteers 100 strong left for New-York this evening. The second Company is organized. $10,000 have been subscrib- ed. BOSTON, May 1.—There ia a talk of calling an extra session of the Legislature to make an appropriation and authorise the Governor to establish a camp in Mass. where all tho new organized volunteers can rendezvous until called inU> actual service. The privates in the mean time to lx» paid $50 per month by the state.— William Gray has given $10,000 for the ljenefit of volunteer's familes. WASHINGTON, May 1.—The Secretary of the Treasury advertises for proposals un- til the 30th hist, unless the whole amount be offered sooner, to be taken at par, and nearly 14 millions of Stock of the U. 8. under the act of June I860, authorizing a loan and providing for the redemption of the treasury notes. ERIE, May 1.—McLean's Regiment, 800 strong, left at 2 P. M., for Pittsburgh. Over 10,000 persons of both rexes as- sembled to witness their departure and great enthusiam was manifested. WASHINGTON, May 1.—Contrary to oft- en repeated rumors it is reliably asertain- ed that martial law will not be pro- claimed hero unless there shall be a reason for it, which certainly docs not now exist. Among the unfounded reports to day •was one that the Treasury Department had .received a dispatch stating that the Confederate Troops were concentrating in Virginia, for immediate raid on Wash ton. The Government is sedulously and promptly providing for the equipment and comfort of such volunteers now here as hastily left their various employments for the defence of the Capital. But tew of the Government employees have received their month's sulary. The money for that purpose not yet having arrived from JtfewYrk SYRACUSE, May 1.—The volunteer re- lief fund now amounts to $13,000. The common council of this city has made an additional appropriation of $10,000. The Onondaga regiment of 10 com- panies is full and ready for service, it will leave to-morrow for Elmira under com- mand of Col. E. L. Walrath. OMAHA, N. T., May t.—Gov. Black hns issued a proclamation recommending a thorough volunteer organisation through- out the Tervitory. He has already sup- plied companies with arms aud equip- ments, and seems determined to place Nebraska in the bent possible condition of defence- It is supposed that at least one regi- ment of riebraske troops will be mus- tered in the United States service for homo defence. Nebraska is a unit for the Constitution and the Union. It is rumored that Gov. Black will on the arrival of his successor return to Pennsylvania, liaving l>een called there to assume an important military com- mand.
