The opinion is rapidly nettling down In political and commercial circles that Mr. Lincoln's inaugural address meant* war. The secessionists have passed reso- lutions approving of the conduct of Gen. Twigg* in surrendering the federal prop- erty of Texas to the authorities of that State. It is reported that Port Brown, Texas, has boen surrendered by Captain Hill, to the forces of Texan. The latest advices from Penwicola state that Lieut. Sumnor is engaged in raising a land battery about a quarter of a mile eastward of Fort Pickens, and that the Work on the land batteries on the breach opposite Warrington is I wing continued. Veosel Lost. Bosrox, March 9. The schooner 8t. Cloud, from New- York for Salem, went ashore at Wellfleet, and bilged. Vessel and cargo a total loss. Crew saved. NBW-YOBK, March 8. A few days since, two Canadian Frenchmen entered the Office.
