A s mauy are aware, Collector Robertson, fronx the day he e n tered tlio Custom H o u se as Collector, has lost no opportunity to im p ress u p o n tlio minds o f th e public, th a t h e is an earnest advocate of th e reform civil service movement. M any fa m iliar with m u ch of his p a s t d o ings in political affairs, took no stock in the protended now doparturo, feel ing assured t h a t time w o u ld oxpose tho deception. A fair illustration of how far the Collector’s sym p a thy extended can b e inferred from the follow ing; W illiam H. R o b e rtson's name a p p ears a s a m em b e r of tho R e p u b lican Stato Com m ittee from the Twelfth D istrict. T h is district, it will bo rem em b ered, was repre sented last y e a r by Mr. Stephen B. French, b y th e fam o u s proxy a r rangem ent th a t could n o t h ave beon practical h a d tho Collector, been present when His n ame was called. By the way, has tho Commissioner found his man yet? M a n y of Mr. Roliiutson’s friends excused him at the time, on account of tlio civil service sym p athy that he had earn estly espoused. B u t why did he rem a in upon tHo S tate Committee ? Mr. R o b e rtson ovidently desires to again go u p o n tho State Committee, civil service o r no civil service. In the furtherance of th is desire uot being satisfied w ith securing the delegates of h i s own, t h e T h ir d A s sem b ly D istrict, of AVesteliester County, lie yearns for tho throe from the Second D istrict. Consequently he writes to M r. R o b e r t M a sterton, a tew days prior to tlm day of the D istrict Convention, t h a t ho, R o b - ertsuA', iin tin* interest of civil ser- vicf -,1 of ti .urso, ib'sired him to go to the State Convention. H e lik e wise mentioned who else wns de sired to g o , doubtless in the. samo cans''. If Colli-clor R o b ertson favors civil service reform , w h y would ho attem p t i n th is way to secure liis chosen delegates from tho Second D istrict, w h e n he lives in tho T h ir d ? At th e same tim e he should recol- ect he is Collector, a n d vigorously ndvoeates]eivil service reform. N o r is this all; th ree chosen tru s ty dep uties from tho Custom H o u se, one the private secretary of tho Collec tor Himself, all with tho arom a of civil service reform ah o u t them , ap peared a s delegates nt tho conven tion, and advocating tho sending of Mr. M a sterton and company to tho S tate Convention, becanso R o b e rt son wanted th e m to go in th o in terost of c ivil service, o r in other words, h e is afraid tho civil sorvico reform movem ent will b e neglected, should ho fail to ho p laced u p o n the Stato Com mittee from tho Tw e lfth D istrict. I t would hardly b e expected th a t a person holding th e high office of Collector of the P o r t of New York, would d ictate who should ov who should not represent the Socond Assembly District- of W e s tchester County in th o Stale Convention. No reflection whatever should bo cast upon g entlemen like M e ssrs. Mas- tertou and company, b u t in th e in terest o f th e R e p u b lican p a r ty in 'W estchester County', this one-man rule should be abolished, m o re es pecially mi w h e n he holds an influ ential high Government position like Collector, and talks m o stly of civil service reform. I f M r. R o b ertson did not write Mr. M asterton the li tter ivf-’rred te, it is an easy matti-i to contradict it. If he did, then all th e people liavo to do is to point with pride to a high Govern ment official, who secretly attem p ts to n ame delegates to tho S tate Con vention in a n o ther district th a n the ono wherein he resides, a t the same tim e p rofessing to bo a n a rdent advocate o f tho civil service rule, boasted bulw a rk of tho R e p u b lican party of to-day.
