The column an- swers questions most frequen- tly asked about wages and pri- ces. Q. DO DOCTOR'S OFFICES HAVE TO POST THEIR BASE PRICES? A. Noninstitutional providers of health services, such as doc- tors, dentists,etc., and instit- utional providers,such as hosp- itals and skilled nursing homes, must maintain at each of their facilities a schedule showing base prices for their principal services and each change in those prices. The schedules must be made available for public inspection and a copy must be furnished to the inter- nal revenue service upon re- quest. Health providers also must post a sign (minimum of 22 inches by 28 inches) in a prominent place in each of their facilities stating the availab- ility and location of the sched- ule. No price may be increased before the sign is posted and the schedule is made available. Q WILL PRENOTIFIERS AND REPORTING FIRMS GET QUICKER SERVICE BY SUB- MITTING REPORTS TO IN- TERNAL REVENUE SERVICE OFFICES? A. No. Although the necess- ary forms for prenotifiers and reporting firms are available at IRS offices, completed forms should be mailed to the Pay Board or the Price Commiss- ion. Price notifications should be mailed to the Price Comm- ission, P.O. Box 19300, Wash- ington, D.C. 20036. Wage notif- ications on Form PB-1 should be mailed to the Pay Board, P.O. Box 1498, Washington, D.C. 20013; Forms PB-2should be mailed to the Pay Board at P O Box 1499 *Q\. WHEN CAN A RETAILER DDQ. WHEN CAN A RETAILER RAISE HIS PRICES? A. A retailer may charge a price in excess of the base price whenever its customary initial percentage markup after Nov. 13, 1971, with respect to the property sold is equal to or less than its last customary initial percentage markup be- fore November 14, 1971 or, at its option, during its last fiscal year ending before August 15, 1971. The aggregate effect of all of its price changes must not be to increase its profit margin over that which prev- ailed during the base period. Q. MY APARTMENT DEV- ELOPMENT PLANS TO BUILD A SWIMMING POO L FOR THE USE OF THE TENANTS. HOW MUCH CAN THEY RAISE MY RENT TO COVER THE COST OF THE SWIMMING POOL? A. Generally, the allowable increase in monthly rent over the base rent for a capital improvement such as this may not be more than 1 1/2 per- cent of that part of the cost of the capital improvement allo- cable to your apartment. If the capitol improvement increases your monthly rent by 10 percent or more, your la ndlord must obtain prior app- roval from the Internal Revenue Service before increasing your rent, unless such improvement is required by local law or the terms of a mortgage or deed of trust. A.S .Barnes and Co- mpany, New York. 272 pp. - $10.00. There are many black and white pictures of Switzerland plus a few color photographs in Donald Cowie's book \Swit- zerland; The Land and the Pe- ople\. Rather than a topographical book or a travel book, mis is perhaps what might be termed a propaganda work, as the aut- hor makes it clear at the outset that he is holding Switzerland up as a model for other nat- ions which he insists should smarten up before it is too late. He offers several tours of Switzerland, which chapters contain some factual informat- ion, a chapter on the history of the country, and a good chapter on the Alps. Then he has some mundane chapters. His sermonizing and moral izing run all through the book land sometimes it seems that he is making envious digs at some other countries as he expati- ates on the wonderfulness of this landlocked nation.
