The work should be speed ly done, or Congress will squander it on pub lic buildings and other extravagances. Pay the debt as fast as possible and thus save millions of interest. ''<• MY NEIGHBOR’S PLAN Meeting one ot our neighbors a few weeks ago I enquired for his family, and after telling me of their health and some particulars of their welfare, he said : “ I am trying a new plan with Bertha this ‘ What is it ? ’ I asked, for I am always on the lookout for new plans. ‘ Well, you see,” he began, “ when children get to her age (she is fourteen) they think the work they do is worth more than their board, and so it is. ‘ Her mother and I talked the matter all over, and concluded to give her 75 cents a week, ’with the understanding that she feed the calves, ([ shall have about 20,) and help me milk and do certain things about the house. “ At first her mother objected to my hiring her 19 do outdoor work, for fear s’ne w luld neglect her duties indoors. You know Bertha likes to work outdoors best. It’s good for her, too. It don’t hurt girls to do such work a bit more than it does boys. Bat I told her mother ‘ No ; if you hire her to d ) your work you must insist on her doing it to suit you. Let her understand that if she does not she will not get her pay.’ She cm spend her money just as she likes, but she is not to ask me for anything more. She must buy her own clothes and whatever she has. She was delighted when we proposed the plan to her.” This is my neighbor’s plan, and there ate several reasons why I like it. The earninoc f>f this sum will give his daughter a feeling of independence, and that is a pleasant feeling for any one to It will be an incentive to the prompt and thwougb performance of the duties assigned her, and thus she will form habits of industry and punctuality. There is one obj ection to the plan at this point. There are some children who e unwilling to do anyching unless they are paid for it. I think such a di-position should be discouraged in every way, and in such cases the children should be taught to work from the motives of love and duty, and the weeKly sum given them hould be called an allowance rather than waces. But the most practicable benefit will come from the spending of these wages or allowances. Spec ding money is a fine art. I believe more of the poverty of the world is due to the unwise spending of money than to an insufficient earning of it. There is a great difference in people in this respect. Some have naturally a hap py faculty for making a dollar go twice as far as others can, but this faculty, if not natural can be in a measure acquired and should be diligently cultivated. The e is no time Jike youth for acquir ing this necessary part of an education, then the counsels of parents often help us to avoid mistakes, while the results of the mistakes we do make are not apt to be as serious as in later years. We learn by doing,” is a favorite maxim among educators, and it is as ap plicable to the spending of money as to any other branch of knowledge. The buying of clothing teaches observa tion and comparison of quality and prices. It is only by trial that one learns whether it is the best economy to buy a ten cent gingham or a six-cent calico, what colors are likely to fade, and what brands of goods are reliable. It is desirable to have the allowance large enough to more than just provide the necessary clothing. A suggestion to save the little extras until a good book can be bought, instead of spending them for candy and gum, may stimulate a taste for literature, which will be a lasting pleasure and profit. The purchase of tools and materials for art and fancy work should be encouraged and if the children are trained to lay aside some part of their earnings for charity, the habits of generosity and systematic benevolence will be formed.
