Receives Grant The Pulaski Day Care Center hasreceived word that the facility wifl be awarded a S25.000 grant. Administrative Director Amy Heary announced last week that the center wifl receive $25,000 New York State Department of Social Services Start-up grant. The money wiB be used for the center's expansion plans. The Pulaski Day Care Center serves 29 children, and mamtams a waiting hst of 46. Plans to expand are underway, and an expansion committee has been formed. To Child Care Elizabeth Hunkins answers the phone in her donated office space at the Fulton Chamber of Commerce. On the other end, a desperate parent asks for assistance in finding a sitter for two children. Unfortunately, Hunkins, the Executive Director of the County of Oswego Child Care Council, receives many similar calls everyday. A serious lack of quality childcare is prevdant in the •county, she said, a problem that the council hopes to alleviate. Formed just over a year ago, the council is a not-for- profit organization, comprised of parents, child care providers, representatives from major corporations and community members; \people who really care about kids\. It acts as a coordinating agency, working with die county's day care centers as well as any agency seeking to provide child care service. Ultimately, members aim to ensure that options are available in child care arrangements for all children. A 15 member board of directors tends to the business end, while Hunkins acts as a resources and referral contact. Hired in September of last year, she also counsels people, handles public relations, typing, record-keeping, and fundraising. There are five day care centers (with six sites) in Oswego County; together they serve 200 children. \That's just a drop in the bucket,\ Hunkins said. \Everyone has a waiting fist.\ The need for quality child care is there - and growing. National statistics from \Infants Can't Wait\ report that the number of mothers in the labor force with a youngest child age one and under jumped from 24 percent in 1970 to 46.8 percent in 1984. By the year 2000, over 75 percent of mothers with very young children are expected to be a part of the labor force. An alternative to day care centers are child care providers. The council is currently developing a list of persons to care for one or two children. Child care providers who care for three or more children must be licensed. At this time, there aren't any licensed child care providers in the county, Hunkins explatnedjhfre is no fee for the licensing, but costs may be involved. The process is regulated through the Department of Social Services regional office in Syracuse, Family and Child Services division. There are several requirements for licensing, including water testing, Continued on page 3 «1«S JEMITIIEMT: 21i-i.lt •Fig liUfll lit: UMili ••SliESS JISfUT US: Mi-Si 71 t A
