Page-2-Banner Times Monday, September 21, 1987 Passes Ordinance From page one basis, or if not removed on a daily basis all entrails must be kept refrigerated until such time as they are removed, and when traveling from the commercial fish cleaning station to disposal they shall be kept in sealed non-leaking containers. 4. All commerical fish cleaning stations shall use fresh water and must be tied in to the village sanitary sewer system, where the sanitary sewer system is available. In instances where the village sanitary system is not available, the operator must ensure that the liquids are separated from the entrails and other solid matters and that the liquids go through the septic system and entrails handled as set forth in paragraph 3 above. 5. Said commercial fish cleaning station shall have sufficient and appropriate off street parking. 6. There will be a cleaning of the area and equipment on a continuous basis and sanitizing daily at the end of operating hours. 7. There will be an evaluation and inspection of the facilities, at any reasonable time during operational hours by the fish cleaning and disposal control inspector, to determine compliance with this law. There shall be an annual review of all permits for assessment of operations. C. A permit from the fish cleaning and disposal control inspector for a commercial fish cleaning station shall be required and the cost thereof shall be $100. per year, with said year running from September 1 through August 31 of the following year. D. The Village Board of Trustees may adopt additional specific regulations after a public hearing as to minimum standards for fish cleaning stations. SECTION 56.5 Commercial Fish Cleaning Station - Definition For the purpose of this ordinance, fish cleaning station shall be considered commercial when: A. Users of the station either pay for use of the facilities to clean their own fish or for others to clean the fish which they have caught or; B. Use of the station as an accommodation to patrons of any other commerical operation, for example, when a motel or lodge offers the use of its station to tenants or lodgers of such facility. SECTION 56.6 Penalties The first violation of this law within an eighteen month period shall be punishable by fine of up to $100.00. A second violation within eighteen months shall be punishable by a fine of $250.00 and a third violation within eighteen months shall be punishable by a fine of up to $500.00. Revocation of commercial permits shall be discretionary for the first or second violation within eighteen months, but upon a third violation, within eighteen months revocation shall be mandatory for a two year period. EFFECTIVE DATE: This local law shall take affect ten days after publication and posting as provided in Village Law 7-706, but shall take affect from the date of its services against a person served personally with a copy hereof, certified by the Village Clerk and snowing the day of its passage and entry in the minutes. Close For Maintenance ® miu The county's solid waste transfer station on Route 11, Hastings, will be closed for maintenance work Tuesday, September 15, according to Arthur Ospelt, superintendent of the county Department of Public Works. The Pulaski trans/er station will be closed f or similar maintenance work Wednesday, September 23. Commercial haulers and industries u?uig the two transfer stations on those days should bring refuse to either the Bristol Hill landfill or the energy recovery facility in Volney.Residentdisposing of household refuse should use another transfer station. The Oswego transfer station will be closed to commercial users Tuesday, Wednesday and Thursday, September 29 and 30 and October 1, for maintenance work. The Oswego transfer station will remain open to residential traffic those three days. Commerical users should use either the energy recovery facility or the Bristol Hill landfill. \Work crews will be replacing steel panels and other components which have been in use since the transfer stations opened ten years ago,\ said Ospelt. \We have scheduled the closings to coincide with days when we receive the least amount of traffic.\ The Department of Public Works also operates transfer stations on County Route 7, Hannibal and at the Bristol Hill landfill, Route 3, Volney. Hannibal is closed Society To Meet The Pulaski Historical Society will open its fall season with a special meeting at the museum at 7415 Park St.onWednesday, September 23 at 7:30 p.m. The program is entitled. \The Museum - Methods and Memories\ presented by Doris Mattison, collections chairman. Also that evening, the drawing for the stenciled quilt will take place. Everyone is invited to this first meeting, planned to be an informative, enjoyable time. The new carpet will be installed and plans for the addition discussed. Refreshments will be served. Sandy Creek Library News / The \Friends\ are holding a \Bizarre Bazaar\ on Satur- day, October 31, 1987, at the Town Hall. We will be selling homemade baked goods, used books, handcrafts, and much more. We would appreciate any donations of used books, especially children's books and cookbooks. All proceeds will go to the microfilming project being undertaken by the \Friends\ Local History Com- mittee.
