Preparation should include those items of maintenance necessary for satisfactory operation. Engines that are properly serviced in the spring should provide a full season of carefree pleasure, and the amount of service necessary will be determinded by the storage procedures carried out the previous fall. Test the battery to be sure it is fully charged, and check to see if the water level is adquate before installing it, when installing, make sure it is secure and the terminal clamps are clean and tight. Place a small amount of petroleum gel on each terminal. CAUTION - When connecting cables and terminals, serious damage to the alternator will result if polarity is reversed. The battery cover should be replaced to prevent arcing and damaging the battery. Though the old points could be dressed and readjusted, it is a good practice to replace them with new points and a new condenser. Refer to the owner's manual for this procedure and adjustment. Wipe out the interior of the distributor cap before replacing it. This also applies to the capacitor discharge type system. Wipe off all the ignition wires, including spark plug wires and their connections. If wires are cracked or show other signs of deterioration, they must be replaced. Remove the spark plugs, clean and adjust them to the recommended gap, and replace them in the engine. Open the shut-off valve on the fuel tank, and fill the tank. Check the flame arrestor. Lubricate the carbureator linkage, choke and throttle shaft. While the engine is running, inspect the fuel system and filter for leakage, since even small gasoline fuel leaks are extremely hazardous. After running the engine for a short time, be sure to recheck the fuel filter for rust particles or water. Replace the impeller in the water pump if they were removed in the fall lay-up. Check the hose clamps for tightness and deterioration. If they are rusted, they should be replaced. Also check hoses for cracking, hardness or soft spots, and replace them when necessary. Check to see that all drain cocks are in place, and check the water pump drive belts for correct tension. When starting the engine, do not energize the starter for more than 15 to 30 seconds. Prolonged starting effort will run down the battery, which may burn out the starter motor. After starting the engine and while it is running, check to see that water is flowing through the system. The temperature guage mould be closely observed for any sign of a sudden rise in temperature. Hose connections should be checked for leakage. It started off Thursday with stocking brown trout behind the old Fitzgibbons plant in Oswego. Then onto Fair Haven State Park for the Fish and Wildlife Management meeting. This was a combination fishing and business day for the FWMA and just prior to the meeting, they told me they were short of boats for the morning's fishing. After several phone calls and a lot of leg work, I was able to line up about nine charter boats but then was told they didn't need all of them, so I had to zdS. them all back and cancel. I do want to thank all of the charter captains who volunteered their time and boats, especially Chris at Frost Haven Resort for her efforts in coming up with all the charter boats at such short notice. The business meeting of the FWMA was short and to the point. The Mexico Point boat launch problems were brought up and the complaints on chasing the bullhead fishermen out at 9 p.m. at night; the late hour of opening; plus the new parking charge which is scheduled to Start shortly. The FWMA will act on these. The new Lake Trout regulations, known as the slot arrangement, is set in solid for the new October regulations. Cliff Creech gave us a min*-rundown on their research and decisions regarding the Lake Ontario Lake Trout. This will be a three fish limit per day, but all fish between 25 and 30 inches must be returned. Only fish under 25 and over 30 inches can be kept, with a season to run from January 1 to September 30. I would rather have seen the season from April 1 to September 1, but this would prevent ripping off the small lake trout on the atomic bubble during the winter and all the famous T.V. programs we see our Watertown fisherman present on catching lake trout by the cooler fall. Thursday night was the Oswego County Federation of Sportsmen's Clubs at Mexico BOCES. The bus trip to Albany cost the Federation $250 as their part, Onondaga Federation also paid the same. Most of ours was taken care of by donations from member clubs. Tug Hill Chapter of TU also presented a donation just prior to the meeting. The Wild Turkey Federation is doing some extensive research on turkeys, in the state and request financial assistance from the sportsmen's clubs. The possibility of stocking waleyes in Redfield Reservoir, but this may have to wait on a supply of sufficient fish. There are four new bills coming up regarding the banning of all leghold traps. They are bills numbered 702, 960, 1688, and 2790. To express an opinion on these bills, write to James Brennan - Rm 433, Ronald Tocci-Rm 940, Thomas Desnapoli - Rm 528, Terrence Zaleski - Rm 628, George Pataki-Rm 534 at Rm No. LOB Albany, N.Y. 12248. Whether you agree with trapping or not, banning the leghold trap is just the beginning. If this succeeds, next will come hunting, then fishing and who knows what next. Our information is that Lyons Falls Paper Co. k selling 2400 acres of the Little John tract. The offer to the state is $300 per acre. This is a large part of the Mad River Club lease. There is also another offer of 3000 acres on Fish Creek. There is also another private development company that is interested in sub-dividing this same land. Whether we like it or not, this would be a disaster for Tug Hill. The Federation will decide their position at the next meeting. They did volunteer to host the Tug Hill Conservation Council's next meeting. The Federation personnel were actively involved in stocking over 200,000 fish, driving 1500 miles, and spending 108 man hours during the month of April. I talked with the people from the Canadian Department of Lands who were treating Catfish Creek with TFM or sea lampreys. They were there all day and finally finished about midnight, and said they would see me there again in three years. I didn't see as many dead amocets in the estuary though this year as I did on the last treatment, but from the looks of the lake trout we are catching, there is still plenty of eels out there yet. Sunday afternoon, Jimmy Williams and I went south for our first shot at turkey hunting. We went down to spend a couple of days with Joe and Kathy Sears near Ithaca. I met them at the Springfield, Mass. sport show. Joe manufactures several types of turkey calls, and needless to say, they really talk turkey. He demonstrates his calls at sport shows all during February and March and uses them in the spring hunt in May and the fall hunt in October We were served wild Oklahoma turkey sandwiches by Joe's very pretty wife, Kathy, immediately oh our arrival at their home right in the heart of turkey country while watching Joe's TV video films of his hunts. We were really siked up after watching these films and when Joe said let's go see what we can line up for tomorrow morning, we were ready to go. We drove for miles, stopping at many As for the Rodman landfill situation, the Pure Water for Life Inc. has printed pamphlets explaining all the aspects of the landfill. There has been a poem written about the landfill titled Entombment Day. I may submit it later on. I understand there is also a song written about the landfill and has been set to country-western music. There are resolutions from all types of organizations, 46 at the present time, Individual resolutions from Watertown to Syracuse, over 213 of these, and 4,496 petition signatutes. This is still going to be a political fight, ironically a news release has just been sent out by Commissioner Williams announcing May 3- 9 as Water Week in New York State. (This years observance is it's your job to protect our water). Another very weak protest from Region 6 DEC regarding the deer yard in the landfill area. A few facts brought forward on the landfill deserve a little thought. The site will be a landmark, viewed from as far away as Route 81, and Lake Ontario, 80-100 feet high, an example of our Tug Hill resources, and also the fact that liner installation is only guaranteed for two years. Worst case scenarios could be that the end result could be the bankruptcy of Jefferson County. Old Hickory Announces Fee JAMESVILLE - Armond Magnarelli, Central Regional Director of the New York State Office of Parks, Recreation and Historic Preservation has announced that beginning Saturday, May 23,1987, a vehicular use fee will be charged at the Mexico Point State Boat Launch Site on Lake Ontario. The fee will be $2.50 per car, with or without a trailer, and will be in effect during regular hours of operation, seven days per week. Empire Passports, Golden Age Passes and Access Passes will all be honored. The fee is scheduled to stay in effect until the site is closed to the public for the season in late autumn. Mexico Point State Boat Launch Site is located on the north side of Rt. 104B at Texas, two miles west of the intersection of Rt. 104B and Route3. It is a fully developed area that offers tow paved launch ramps and modern restroom facilities. According to Mr. Magnarelli, the new fee has been established in response to the OPRHP policy of I charging user fees for I specialized recreational y services. The boat launch site I is designed to provide boaters f and fishermen with safe, reliable access to. Lake Ontario. The Agency is aware that private and municipal marinas with launch ramps in this area charge fees. Mexico Point State Boat Launch Site is part of a system of 15 state parks and six historic sites administered by the New York State Office of Parks, Recreation and Historic Preservation, Orin Lehman, Commissioner. Studies show the Atlantic Ocean is widening by 6/10ths of an inch a year.
