(prevailing time) for the purpose of voting upon the Proposition stated below. The voting will be by ballot, on voting machines, as provided by the Education Law, and the polls will remain open from 9:00 o'clock A.M. (prevailing time) until 9:00 o'clock P.M. (prevailing time) and as much longer as may be necessary to enable the voters then present to cast their ballots: PROPOSITION RESOLVED: (A) That the Board of Education of Altmar-Parish- Williamstown Central School District, New York (herein called \District\), is hereby authorized to (i) reconstruct, in part, and construct ad- ditions to (a) the Altmar Elementary School at the estimated maximum cost of $852,000; (b) the Parish Elementary School at the estimated maximum cost of $2,910,000; (c) the Williamstown Elementary School at the estimated cost of $628,000; (d) the Middle- Senior High School, in- cluding improvements to the athletic field, at the estimated maximum cost of $ 1,635,000; (ii) construct a new middle school on District owned land at the estimated maximum cost of $4,760,000; (iii) reconstruct, in part, various existing school buildings in the District, including the removal of asbestos, at an estimated maximum cost of $550,000; and (iv) construct a sewage treatment system for the new middle school at the estimated maximum cost of $450,000, including original furnishings, equipment, machinery or apparatus required for the purposes for which such buildings and sewage treatment system are to be used, and to expend therefor amounts not to exceed respective estimated maximum costs; and (B) That in the event the Proposition is approved, the Board of Education is hereby authorized to expend an amount not less than the $1,108,853.00 presently on deposit in the Capital Construction Reserve Fund established by the voters of the District on March 15, 1986, but in no event shall more than $2,000,000 be expended therefrom, to pay a portion of the costs of said specific objects or purposes described in paragraph (A) hereof; and (C) That a tax is hereby voted therefor in the aggregate amount of not to exceed $11,785,000 to finance the cost of said im- provements, the amount of such tax to be reduced to the extent of any moneys provided therefor from the Capital Reserve Fund referred to in paragraph (B) hereof, such tax as shall be necessary to be levied by and collected in installments in such years and in such amounts as shall be deter- mined by said Board of Education; and (D) That in anticipation of said tax, bonds of the District are herby authorized to be issued in the principal amount of not to exceed $11,785,000, the amount of such bonds to be reduced to the extent of any moneys provided from the Capital Reserve Fund referred to in paragraph (B) hereof, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. Arthur VanRy 8-18 Up U.S. Coast Guard Auxiliary • Flotilla 2-5 Pulaski VFC Griff Jones IN COLD WATER HELP YOURSELF An unexpected dunk into chilly water due to capsizing or falling overboard can often prove fatal, but not necessarily from drowning. Immersion in cold water- colder than 70 degrees F. - can bring on hypothermia, a potential deadly lowering of the body's temperature. But hypothermia can be effectively warded off using a technique for preserving body heat while immersed in cold water called the Heat Escape Lessening Position, or HELP. The position is simple to assume: float head- up with arms and knees drawn up close to the chest in a fetal position. In most cases, a flotation device will be necessary to float in this manner. When three or more people are immersed they can face each other and link arms in the HUDDLE position, which also extends their survival time. According to experts, using this technique while awaiting rescue in 50 degree water doubles a person's survival time to four hours, compared to two hours when swimming or treading water. The body loses heat primarly through the head, chest and groin areas and movement such as swimming cools a person 35 percent faster than remaining still. The best protection of all is wearing a close-fitting foam flotation jacket which in- creases survival time in cold water more than 300 percent. But any type of flotation device is the best precaution as it allows the person to float in the HELP position. Hypothermia can strike at any time, any season, par- ticularly when clothing gets wet from spray or when wind chill lowers the Temperature. Even while cruising, a skipper and crew member should watch for warning signs of hypothermia: shivering, loss of manual dexterity and muscle rigidity, followed by mental confusion and eventual unconsciousness. Sluggishness and slurred speech are also warning signs. This fundraising program is open to all ages. The Jump Rope For Heart event is a National Exercise and Education Program of the American Heart Association which teaches people the cardiovascular benefits of rope jumping as exercise.
