TAie Best Form of Government. W h a t is the best forui of Govern- m eni ?■ cHe(>ui)lii;an is the pr intpt reply of every (tne. Under one as pect of the quest ion we do not hesi tate to admit the correctness of the answer. W e feel that we should be insulting the ineinory of the venera ted sires who have fought anil bled, suffered and died to establish that fortn of Government under which we live—did we attem p t to deny it.— W e admit that in theory the Re|'Ub- licau is the most just. It is based on the grand uiiderlving priricijde that all men are created t-qtail, en- j dowed with eertain inalienable rights ; | such a life, libenv, and the pnisnit of happiue.ss.” It is based < ri the piinciple that every man is the peer of his mighbor—that no man 1 as a right to make another his slave, and that the greatest good to the great est number should be the aim of every | government. In theory we say the j Rejiublicnn form of government is ; the most j tst. In practice we maintain that that is the best fui'in j of G-.>mmmeut which is best suited j to the degree of civiliz iMDii and in-t telligenco enyoed by a pein»!e. We caunot admit for a moimut that a 1 republi‘an f rill i«-the bt &t fbr the | H ttentot or f(»r the Chinese or f o r ' I the dafainese. W e do not believe | that it is best suited to the wants of j the Russians. We believe that an ' attenqit to establish it tii-roughout i the Vast eto{)ire of Alexander i 11, j would, under exisnng cirenmstanees, i be an nnmi:igated curse, lienee, j while A l x aider is fiU‘ocrat. of ud } the liilssi IS— while in ih.-ory he is i an irresponsible monaich of iiiHlions, j we lully la liev; t;,at the Cossat k is j far happier than he woubl be under j a Republi.-an form of government. | Under the seeming iron mle- of Ai- j examler order is maintained. Under a Republican f nn, evetythiug would tend to iinarciiy. Again, we do n >t believe tin t a liepnbliean liirm o fi government is liest, suited to’ the i wants and necessines of the Fr> neh. ‘ I f it had been, history would liave j had no o c ‘li'iou to reeo’d fdieir re- i peatod attem p ts so e.stabli>h a He- | ]»ublic, and their repeated Ikilures. Ib i t had been, Napol -on would never hai'C attempted to usurp tiie throne of France. He would have seen, and must have felt iluit a higli- rninded, intelligent people—a jieople among whom the strong Cdirist- ! ian virtues of integrity, truth, and : patriotism are vigorously enforced, i woldd never submit to have their liberties usurped. ‘le saw that a monarchy was best suited to the ■wants of the French. Heiletermin- ed to risk the result and mount the throne if posable. Again, the rem irk may startle some- of onr readers, bur we do not he'ieve that a Republican g ivern- m ent is the g'venimeiit best suited to wants \f the Mexicans. We make the statem ent in full view of the fact that to rdl .w lumon.irebv to usurp the place of a Republic upon our very borders U ag’ninst the tra ditional ])olicy of ih * * n .ition. Al- jst) ilk full view of the fact fhaf the whole nation look wi:h ex-‘reme Jeal ousy r»n- the ruea^uies pre.scfibed by ihe French Bnipcror at this moment upon the .s *il of the M-xicans.— Still, reluctant a^ we am- to admit it, we are fomeil to conf’es'v :}iat the Mexicans have prmed themselve.s in capable of sustaining a Republican form of government. Th'-y po&stss not the integriry, ibc iiitcnigonce and the j'anio i^^!^ m‘i:c»sKary to do if. %n'>r)ant and big (ted-—the diip s of a. We are forced to admit that a monarchy, if it will maintain order and give securi y to life and property, i.s far preferable. Once more we are forced to the conclusion, that Republican govern ments were not suited to the rt'ul state of things which e.\isted in the Southern States before the rehebion. Ill strict truth, though the govern ment of each of the Southern States was Republican nominally, it was an aristocra y in fact. The real opera tives of the country— those who did the work, were Hives, while the bulk of the wliites— “ the mean trash— the low whites,” deprived of the ben efits of an education are exjiert and versed in nothing except to drink whiskey, smoke and chew tobacco, and to curse and desjdse the Yankees.
