Trustees also rejected a compromise agreement pro- posed by Edwin A. Travers of Highland Dr., Cold Spring, developer of the tract. Under \The Village of Bald- winsville Subdivision Regula- tions of 1957,\ the developer is ‘required to pay for all improve. {ments, including water lines, within a tract. When Mr. Tra« vers began the development of 'The tract in 1954, it was village policy to install and to pay for | all improvements within new {tracts with the exception of sew | ers. Developers were also re- §! 'quired to bring streets to rough A | grade. The village has installed and paid for water lines in the tract up to this time.
