Of the seven or eigh t million dollars ' worth of live animals import ed into this country, the gr eater proportion were of ordinary marketa- ble st ock, as contra-distinguished from pure- bred stock imported for breeding piir posesand admitted free. In this way , and in this way onl y, can our far mers be adequatel y protected , new markets being thus thrown open to them for those products which they ca.ii most easily and cheaply produce. -To fan uersproducin g, asdo ours , a vast sur- plus of agricultura products , the question of forei gn markets is and should be deeply inter- esting. Not only do they offer an outlet for thi * s -t i rplKf . - , but if untrammelled by irksome restrictions and uncon trolled bv combinations such as I have referred to elsewhere , thev serve as useful checks upon those who might otherwise succeed in cont rollingour home mar - ke ts. Unfortunatel y, irksome restrictions da exist , and especially is this the case with ref. ere n ce to our live stock ind ustry. Evidenc e is not wantin g ibat a demand exists in Great Briti n n for our live stock , and but for the op- pressive restric tions imposed b y the British gov ernment , and said to be necessary owing to the alleged existence of conta g iou s disease am ong American cattle , there is little doubt but a lar ge proportion of our product of live cattle would find there a profitable market , thus greatly relieving our home markets. So with our pork pro ducts , oppressed b y the em- bar -r oesplaced upon t hem by certain European powers , with the result of an enor mous de- trt 'tse (luring the pas t six years iu our exports of bacon and hams ; for whereas these export s inis r s , 1 SS0 and 1SS 1 avera ge about 740 , 000 , - 000 pounds , they had fallen in 1SS3 lo less than 400 , 000000 , , and until last vear never exceeded 420 , 000 , 000. The effect of this has naturall y been to greatly restrict competition among pur- chasers , and to seriously depress the price of our hogs. \The national government o wes it to the farm- ing and cattle-growing community that no ef- forts shall be spared to secure a removal of those restrictions upon onr livestock and mea t trade. AVc must maintain an absolute and ef- ficient control of cattle diseases , and pursce ¦ with the utmost energy the course which has resulted to * tIay in the almost complete extir pa- tion from American soil of the most dreaded disease of all , contagions pl euro-pncumonia. As to our mea t products , I can sec but oneway to accomplish .the desired results , and that is by theenactmentofa thoroughly efficient meat inspection law. 1 he Secretary thinks our system of taxation also needs improvement in certain directions. He calls upon the fanners to stand firmly to- gether , demand their ri g hts and resist all en- croachment u pon them. FROM THE COTTON STALK. The Jnte Bagging Problem Solved—Cot- ton Plnn lem . Tnbllnnt. IVm. F. Jackson , a - .veil-known lawyer of Augusta , Ga. , has solved the jute bagg ing pro- blem that has ag itated cotton circles for so long. - JIr. Jackson has perfected mechanical app liances for making bagg ing from thecotton stal k , and he hasjust returned from New Yor k with a roll of bagging. Expert cotton men say that it is. in ever y respect .e qual to cotton ha n - ging. He will utilize the hare stalks from the fields , and can afford to pay about two dollars a ton laid down. An an nual stalk yield will bale three years ' cotton crop. The machinery comprises henvily- - weig hied corrugated roller s , with vats of run- ning water , carding machines and bagg ing looms. It is estimated tha t in makin g baggin g from cotton stalks , \ two millions of dollars an- nually will go into the pockets of farmers for what is now cleared from the fields at an ex- pense. Augusta, will be the headquarters for the company ' s millsand offices , which will extend from Virg inia to Texas. Mr. Jackson had the roll of bagg ing which is exhibited woven by the jute bagg ing looms of Mr. J. C. Todd , of Paterson , N. J , and that expert source pro- nounces it equal to its ju te rival.
