With the cessation of armed strife the necessity o f government intervention in this Add of'buslneaa ended and ths duty of recovering the largest possible proportion of-the government’s vast espenditures on this account devolved upon the corporation. Instead of au thorizing the Immediate sale of its properties to speculators, with the .op portunity for exploitation of tlio- ulll; mate purchasers which such a ttourse would have involved, the corporation formulated a policy which waa not without a. touch of altruism and which ^ras calculated' to increase home 6wn- ership throughout the nation.
