GOVERNOR COX NEARLY ARRESTED \Governor and His Friend* Charge Frame-up by Republicans to Embarrass Democratic Candidate Col ambus, O., Aug. 16.—An .unsuc cessful attempt to arrest Governor Cos on a charges of automobile speed ing and a harmless accident to one of the cars of newspaper men accompany ing him furnished excitement yester day in the motor trip of the Demo cratic presidential candidate returning from Wheeling, W. Va. The attempt to arrest the governor and is party was declared by Roy B. Leyton, adjutantrgeneral of Ohio, who accompanied the governor, to have been planned by Republicans to embarrass tho Democratic nominee. General Leyton said that a warning of the plan had been received yester day. At Jackson, O., about 32 miles cast of Columbus, the governor aud his party rode slowly through, disregard ing outstretched arms of a shirt- sleevcd man, and also a larger group of persons gathered there. Within few minutes two motorcycle oflicers stopped the cars of the governor and press correspondents, declaring all un der arrest and demanding their re turn to Jacksontown Governor Cox identified himself, but the oflicers said they had orders from Jacksontown to arrest all members of the party ou charges of speeding. \You can reach me at the executive oflice in Columbus any time,\ Governor Cox replied, ordering all the cars to proceed and leaving the oflicers busy taking down car numbers on the fly. Soon afterward during a heavy downpour and a jam of automobiles on a slippery road, one of tho corres pondent’s cars was forced up an em bankment and partially overturned, in order to avoid other cars ahead. The occupants were shaken up but crawled out uninjured and were brought here in tbo governor’s car. Despite the two incidents, the gov ernor secured much rest on the 130- mile trip ♦from Wheeling, where he concluded last night, n series of fivo addresses. West Virginia Democrats who accompanied the governor ex pressed great pleasure with the vigor of his attacks upon the Republicans, especially with his,.charge that Sena tor Harding, the Republican candidate, proposes a separate peace with Ger many. Three addresses are on Governor C-ox's schedule for this week—on Tues day at Columbus before the Ohio Demoeartic convention, at South Bend, Ind , before tlie state Democratic edi tors. and next Saturday at a “Cox day\ celebration at Canton, 0. Senator Owen of Oklahoma, a frtend of William J. Bryan and a candidate for the presidential nomination at Snu Francisco, arrived here today to con fer with Governor Cox. Without their aid we would fail this year to meet our financial obligations with the result that the development of our system would be curtailed, and w e would have great dif ficulty in keeping our service up to standard. The situation demanded immediate action and w e have acted just as you would have acted if the telephone busi ness were your business. W e have filed new rates to enable us to meet the economic conditions that exist today. Even with the new rates the cost of telephone service to you will not be in creased in anything like the proportion that our operating expenses have ad vanced. Nor will the increase in your telephone bill compare with the rise in the cost of general commodities. We ask you to pay a few cents more a day to make it possible for us to main tain adequate telephone service.
