T h e bill, i f passed into law, will e lim inate the proverbial r o c k and a hard place th a t the V i l lages found them selves in this year as they p r e pared for th e ir upcom ing elections. Tw o m o n ths ago, as they prepared for th e ir up com ing elections on M a rch 15, V illage officials w ere advised by the local board s o f elections in their cou n ties that the new com p u terized scan ning voting m a c h ines could n o t be m a d e available to them . A d d itionally, a state law p rohibited the V illages, as well as s c h o o l, fire and oth e r districts, from using the old lever-type voting m a c h ines. T h e ir only o p tio n — p aper ballots, or as one local M a y o r described it “take a step back into a T h ird W o rld C o u n try.” T h e New Y o r k State boards o f election have no legal obligation to p e r m it the Villages or dis tricts to use the scanning m a c h ines, and officials from the boards pointed out at th a t tim e that the new com p u ter scanners m u st be p re-tested and certified p r ior to use in an election. In addition, the boards o f elections m u st get the inform a tion from the V illages or other m u n icip a lities or dis tricts holding the elections, and p rin t the appro priate scannable ballots. Then they m u st insure and arrange for the tran s p o r t o f the m a c h ines to the various polling places. T h a t raises the cost for V illages and fire districts using the state’s m a chines significantly.
