Auditors completed their initial audit with the district in 2007, and conducted a follow-up visit in July, 2009. At that time, they found that the district had fully implemented five o f the comptroller’s earlier recommendations. Seven were partially implemented and two are still to be implemented. Since April, however, the district has made more progress and has implemented, or is preparing to implement all o f the remaining suggestions. Records show that in June 2007, the comptroller recommended that the assistant superintendent for business prepare realistic estimates of the unreserved fund balance at the end o f the fiscal year, which it did in 2008. The award recognizes those communities that foster distinctive character and a sense of place for its residents. Babylon joins other award winners at the event, which will be held at the Crest Hollow Country Club in Woodbury from 11:30 a.m. to 2 p.m. Vision Long Island is a not-for-profit organization that educates, advocates, plans, designs, and provides technical assistance to communities on Smart Growth projects. It works to bring the best practices of community design together with experts, stakeholders, and decision makers to advance quality growth and preservation on Long Island. “I was elated and very proud that Babylon Village was considered for this high award,” said Babylon Village Mayor Ralph Scordino. “I think it is a tribute to all o f our organizations, especially the Beautificaton Society, as well as to all o f o f the volunteers and all o f our hard-working employees who help make Babylon Village the place to be.” Vision Long Island is producing a video showing the Smart Growth and other projects that Babylon has undertaken to produce a community with a “sense of place.” The video will be shown at the event and board with periodic balances and cash flow statements, including revenue status reports, and ensure that the board follow the legal requirements for public advertising for bids for significant purchase and public work contracts. A recommendation that the School Board approve of all professional service contracts entered into by the district was also recommended and fully implemented by the district, the report shows. Since April, the district has also authorized the superintendent to independently review payroll records, and is preparing, as part o f its comprehensive review and rewriting o f policy, a requirement that the district establish written polices for employees who are responsible for processing and distributing district payrolls, which the board is prepared to act upon. In his letter to Aloise, Steven J. Hancox, deputy comptroller said “we encourage you to continue with your efforts to implement our recommended improvements in your fiscal management.” “We find these reviews very helpful,” said Aloise who was appointed superintendent two and a half years ago. “Since I came here, we have done a lot, including rewriting more than half o f our board policies.” available on Vision Long Island’s website at www. visionlongisland.org.
