«• l\ Business Activity Is Marked 'Stable' For June <t . Economic activity in New York State exhibited continued stability in June, while nonfarm employment made a sizable gain over the month, the State Commerce. Department reported today. „ The preliminary, seasonally- adjusted Index of Business Activity in New York State held steady at 108 (1967 equals 100) for the third month in a row. ' Three of the seven components of the Index registered improvements of one point each over the month while two held steady and two registered declines. Only the finance, insurance and real estate sector advanced over the year-ago figure (+6 points). All other components were below their June 1973 levels, Nonagricultural employment in June moved up 45,000 from May to reach 7,205,800, or 5,900 above the com- parable figure for the year before. Compared with May, the industries in the private sector showing the largest gains were manufacturing (+16,600), retail trade (+9,900), and construction (+5,800). The large advance \in manufacturing was shared by both durable (+9,800) and non-durable goods (+6,800) industries. The greatest year-to-year increase in the' private sector occurred in the services industry (+15.200). All downstate areas' and six of the eight upstate metropolitan areas ex- perienced increases in nonfarm em- ployment between May and June. Downstate, the greatest improvement was in Nassau-Suffolk (+15,300), while the largest gains upstate occurred in the Rochester (+5,600) and Buffalo -, (+2,100) areas. All downstate areas except New York City, and all upstate metropolitan areas, except Buffalo, reported a gain in jobs over June 1973. About 466,900 New^ Yorjtejrel were unemployed in June 1974,6.1 percent of the civilian labor force. This compares to 6.0 percent in Ma$ and 5.5 percent in June 1973. Among the major labor areas of the state, unemployment rates in June ranged from 3.0 percent in. Poughkeepsieto 8.8 percent in Buffalo. Area business . activity indexes exhibited varying trends in June. Downstate, the Nassau-Suffolk index rose one point from June while the indexes for Westchester-Rockland- Putnam and New York City each declined one point. Upstate, the indexes for Albany-Schenectady-Troy, Utica- Rome and Binghamton declined, while those for the five remaining areas were unchanged. . High interest rates continue to have an adverse effect upon the construction industry in the state. The construction activity index for the-state, seasonally adjusted, declined four points from May to June and was substantially below June a year ago— The value of construction contracts in the state amounted to almost-45.1 billion for the 12 months ended June 1974, a drop of 15.5 percent from the .previous 12-month period. Statewide declines were reported in contracts for residential and nonresidential building and nonbuilding construction. Downstate, construction contracts were 20.0 percent lower, while upstate the value of contracts declined 9.2 percent, ) In keeping with these~trends, em- ployment in the construction industry JjiL JujMLwas downj,300 from a year earlier. : ^ Massena, N.Y. ' Arthur Borey Bids Unacceptable loins Alcoa 25-Year Club The Publrlc Service Commission made • public^ today a Staff report showing that energy conservation efforts had cut the electric, gas and steam sendouts of the seven electric- gas utilities in the first half of 1974 below levels for the same period of 1973. —-The- 7 reductions-iH actual-sendouts- wete 4.4 percent (2,159 million kilowatt hour) for electricity, 0^-percentU,835 million cubip feet) for gas and 7.8 percent (2,069 million pounds) for steam. Since s growthTafes~oT4.6 , per- cent for electricity and 2 percent for gas had been forecast, the decline in •- usage from anticipated levels is even greater. The Staff noted that energy con- _^rialifln^practices^appeared-to-have relaxed somewhat in the second quarter but added that normal growth in utility sendouts might be eliminated in 1974 as a whole'\and even a modest decline may occur,\ • ' t - :'• • V \However it is too early to predict the effect of energy conservation...over the long term,\ Staff pointed out. The authors expressed Staff's belief that \the attitudes and practices;..of many utility customers have undergone a permanent change and will result in some dampening of historic growth rates?' The report was prepared by Christian F. Schlemmer, Jr., energy , use analyst, and Joseph E. Rizzuto, associate energy efficiency engineer, in the Commission's Power Division, tilitie Staff, however, modified some of the Company electric growth projections to put them on a more consistent basis. Because of curtailments of pipeline gas deliveries and restrictions- on new attachments, the Staff abandoned company by company growth forecasts and applied a 2 per cent growth factor for the companies as aj5roup^_^ Banking by mail saves time and And it gets your money earning interest fast. The report pointed out that the largest declines in sendout were experienced by the four companies serving the Downstate area, whose rapidly rising fuel adjustment charges significantly increased cost to consumers. Staff also noted that the apparent relaxation of. energy conservation in the second quarter* may be only a seasonal effect rather than a trend that could be used to forecast sendout for Haley Endorses Howard Samuels Democratic Assemblyman Daniel K. Haley of Waddington announced today . Jus endorsement of Howardj. Samuels for Governor. ~..'\\ ~ Characterizing Samuels' approach to government as \imaginative and hr novative\ Haley said, \On the basis of my long friendship and frequent discussions with Howard on the philosophy and workings of govern- ment I know that he is prepared to make the changes we so desperately need if our government is to work for the people. —— \Additionally I feel that Samuels can defeat Malcolm Wilson and lead a Democratic ticket to victory throughout our State. Such a victory is necessary so that we may have a working partnership between the Legislature and the Governor starting in January 1975.\ In 1970, Mr. Haley was the first Democrat in history to be elected to the State Assembly from St. Lawrence and Franklin counties. In 1972 he was reelected by the largest majority in the state, winning 70 percent of the vote. Mr. Haley is Chairman of the Assembly Democratic Program Committee and Minority Coordinator of the Legislative Energy Commission the rest of the year. After adjustments to account for weather variations; the declines in electric sendout from the same month in 1973 were: 1.8 percent for April, 2.7 per cent for May, and 4.3 per cent for June. Consolidated Edison Company of New York, Inc. reduced^electric senr douts by the greatest amount and percentage—1,101 million kilowatt hours and 6.0 percent—from 1973 figures. Since Consolidated Edison had expected a growth of 3.7 per cent, the overall effect is to reduce sendout 9.7 per cent below forecast levels. The total effect—actual reduction plus anticipated growths-was even higher than 9.6 per cent for Long Island Lighting Company, Central Hudson Gas & Electric Corporation and Orange and-Rockland Utilities, Inc., but this was~due principally'ToThe fact that each of the companies had forecast growth rates higher than Consolidated Edison had.
