He Altamont Enterprise — Thursday, July 21, 1983 m ac Last week Kaye Philips, presi- dent of the Guilderland Republican Committee, issued a revealing statement concerning the apparent split in town GOP ranks that has led to the Sept. 13 primary for the two councilman nominations. Her statement, in full: HOW THE GUILDERLAND PRIMARY CAME ABOUT By KAYE PHILIPS The time has come to discuss events that have led to a primary battle for two seats on the Guilderland Town Board and the Guilderland Republican Commit- tee's surprise that John Smircich and 1 Dick Murray changed their minds and decided to run for these seats. During the. past week I stopped counting the phone calls from upset Republicans; when the num- ber reached 213. Some were upset that.there is„a primary; ,how did it happen? Some were concerned and angry, stating that they signed a petition believing it was the official designating petition of the party and now have learned that it was the primary petition carrying only four names. Sqme:stated they were misled by inference and omission. The events leading to a primary election on Sept. 13 started in 1982 when a small segment of the conirnittee attempted' to replace (Matthew Mataraso, then town .GOP. committee president) while he was out of town on an extended business trip. Objections to what they perceived as lack of fair play, the overwhelming majority of the members aborted mis effort with . '.dispatch. Later, in the -year the president resigned in accordance with his longstanding plans, due to personal business procedure. I was elected (to succeed him) by a small .margin and now enjoy the full support of the committee, less the. original nine disappointed- members. Gearing up for the 1983 election, in February I approached Dick Murray to get his reaction to running for the board seat if he was nominated. His response was emphatically negative,, citing.rea- sons of health and the fact that 'I don't need that campaigning.' During March and April the committee had indicated at several meetings their intention of supporting all incumbents. Murray and Smircich were present at these meetings. This intention was also stated to the press. Sometime in May Mr. Smircich called me to advise that he had no intention of running for the board seat. He stated to me, the committee, and the press that his decision was due to 'the pressure of business,' adding, 'It is a very time-consuming commitment and I feel that I can no longer'devote the time and energy necessary.' At the next committee meeting I asked for volunteers for a nomi- nating committee. Fourteen hands went up and 14 people served. Of the 14 people there was a generous representation of Smircich sup- porters. Candidates were screened and the decision for Ross and Swanson would have been unani- mout exception for one abstention for one candidate. This member, however, spoke highly of the. candidate in terms of strength as a winner. The town committee voted overwhelmingly to accept the nominating committee's recommendations. The official party petition carries the names of incumbents Kevin Moss, supervisor; Jane Springer, town clerk; Herman Van Surer., highway superintendent; Ken Riddett, town justice; as well as Ray Ross and Shirley Swanson, candidates for Town Board seats. This statement is not meant to convey opposition to any candi- date.
