It promises a full and equitable. enforcement of existing laws, assures the zemstvos of the full- est possible measure of self-govern- ment, and the enforcement of the iaws now existing in their behalf; promul- gates a seheme of workman's insur- ance; extends the liberty of the press and promises a full legal trial of all persons accused. M. Wiite seems again to be high in the favor of the emperor, and is al- most a daily visitor at Tsarskoe-Selo. There seems to be no cvidence of a cossation of the agitation in different parts of the countiy in favor of liberal reforms. The situation is most acute in Moscow, where the university is closed and the students and the ped agogic und other socicties are in a constant state of ferment. Among those comnetent to expresq an opinion, the ukase is considered to be a document the ultimate value of which depends largely upon thelmter- pretation given hy the various com- mittces as tn the measure of Hberty which it is possible to grant under the various heads named. It has not met the fullest wishes of the Liberals, but on the other hand It is regarded by the reactionaries as promising entire- ly too much in the direction of lib- eral reforms.
