TROY, N.Y. (AP) - Reports persisted today that a state in vestigation Mo the tangled fis cal affairs of the City of Troy may turn to gambling and the dly police department. Hearings by the State Inves tigation Commission resumed yesterday in the Rensselaer County Courthouse. SIC chairman Paul Curran would not comment when asked prior to opening the second week of testimony whether the commission would probe the city’s police department and al legations of gambling. The SIC moved into Troy last week after receiving reports of illioit activities in a $1.6 million garbage contract, gambling and irregularities within the police department. Sidney Smith, farmer Troy city manager, told the SIC last week that $61,000 of the garbage contract with the Chiarello Landfill and Disposal Co. was to have gone to the Republican Party. Smith said this was the word he received from Rensselaer County Republican chairman Joseph Casey. Casey is sched uled to testify Wednesday. The president of the garbage company, Harold Chiarello, told Pe SIC his life had been threatened over finar.-ial deal ings between bis companyand ings between his company and a arm known as the Arizona Bio-Chemical Co. Other testimony said attem pts had been made to financially sabotage the Chiarello firm . A Troy attorney, Harold Lee, iden tified Casey as one of those in volved in the sabotage attempt. ,4ft! Further developments in the case seem likely t o have a b e a r ing on the influence Kennedy has with Democratic colleagues in the Senate in h is position as the party whip, or assistant leader. Because of g e n e ral belief that he had the inside track for the presidential nomination, Kenne dy’s views on the issues have been given a w e ight seldom ac corded those of a No. 2 man. He was largely instrumental, for example, in getting the Democratic Policy Committee to take the unanimous position that tax reforms must be in hand and ready for action be fore the Senate would be al lowed to vote on the House-ap proved extension of the 10 per cent income surtax.
