According to reports, the fire department responded to a call at 9 Arden Street at 3:49 p.m. where they found John C. Hopkins on the floor in the front room of his upstairs apartment. Three trucks and 42 members were at the scene, using 750 gallons of water to extinguish the fire, which they managed to contain to the one apartment. Two other apartments located in the building suffered smoke and water damage. \The guys (firefighters) did a great job!\ fire department First Assistant Chief Calvin Clark said. Mr. Hopkins, who lived alone in the apartment was removed from the scene by the Richer Funeral Home and transported to the Adirondack Medical Center where an autopsy was scheduled to be performed Friday. According to the autopsy results. Mr. Hopkins died from smoke asphyxiation. His identity was withheld from the media until Friday so his next of kin could be notified. He left behind two sons, Sean and Daniel and his former wife, Margaret Strohm of Malone who was vacationing in Buffalo at the lime of the fire. According to Mr. Clark, who received the official word from the Franklin County Cause and Origin Team Monday, ihc cause of the fire was determined to be \smoking material.\ \They word it thai way when there is no way of determining if it was a cigarette or a pipe.\ the Assisiani Chief explained. The origin of the fire was listed as Ihc living room of the apartment between a couch and the floor. A native of New York City, Mr. Hopkins was a graduate of Pace University in Manhattan. He had been employed al Mercy Healthcare Center in the facility's purchasing and business departments during the 1980s. For the past several years, however, he had been a shut-in, according to Ed Lewis, a driver for LaPlante's Taxi, who often delivered pre-ordered meals to his residence. \He was really a very smart man,\ Mr. Lewis said Friday, \but toward the end. he didn't associate with anyone.\ Always a pretty place to visit In Friday's sunthliw the water was rushing down over the falls where Bog River empties Into Tupper Lake. Heavy rains Saturday and more rain Sunday have obviously increased the run off there this week. (McClelland photo} Village's preliminary budget shows 92% tax increase The Tupper Lake Village Board was presented with Ihc first draft of its 2005-2006 spending plan by Village Clerk Mary Casagrain Wednesday during a brief noon lime session in the village office and scheduled a 7 p.m. public hearing for Wednesday. April 13 to receive public input. With the tentative budget to work with, trustees are now in the process of going through each item line with village department heads to see if the figures can be whittled down from the $2.2 million preliminary numbers. Figures presented Monday showed the budget at $2,175,381.90. Estimated revenues and other than real estate taxes accounted for $424,957.50, leaving the balance of appropriations to be raised by real estate lax levy at $1,750,424.40. Those figures represent a $1.52 (9.17 percent) increase per $1,000 assessed valuation- from $ 16.45 last year to $17.97 this year. That means, a homeowner whose property is assessed al $100,000 would sec a $152 increase on their new tax bill if the budget plan is adopted as is. Because Monday was the first time board members had the opportunity to see the budget figures, they opted not to comment in detail on the proposed plan until they had time to study ii further. According to Village Clerk Mary Casagrain, the largest increase in expenditures this year comes from contractual salary raises. New York Stale rciiremeni and additional staff at the police department. Included in the preliminary budget is funding for one new police officer ($40,000) and dispatchers, based on 70 hours a week ($36,000).
