To obtain themoney r^ec^sarJrf JX the purposes contemplated bythjs aot, tho comptroller ia authorized to issue the bonds of the state in suoh sums each as shall seem meet to him, with coupons thereto attached for tbe payment of the/interest on euoh bonds, at a rate not exceeding seven per centum half yearly, on the first days pf July and January, in each year, until the princi- pal is payable, at such place in the oity of New York aa ehall seem meet to him.
