C HKftncAL B.iNK.—Considerable excite- Tnent has been produced in the legislature in consequence of a leUer signed by William Oaitlweil, addressed to- (be cbairtnan of the seJect coraiiiittee who wore apppioted to inquire into the causes of corruption that are alleged to have been practiced, in pro curing the charter for the Chemical Bank. Mr. CaldweM was summoned before the ■house as evidence to prove that bribery was practiced in the obtaining of the charter; - but be asserts that as he understood some of the very men who bad been guilty of the crime alleged were received as evidence he would not appear before the boose, as the time, which be required to substantiate the existence of corruption would necessarily be lorigor^than the legislature could sit. The letter was unanitnously considered by the bouse as at once a libel on the legislature and disrespect to their authority. The Ser- geant-nt-arms was ordered to faring Cald well forthwith to the bar of the house, who, having left Albany, Was pursued to and taken at New-York. As the writer of the letter and the signer appeared to be dilFerent indi' viouals, a committee was appointed to ascer tain the author, who was likewise consider ed liable ; and the report being made, Am brose Spencer appeared to that committee as the author, upon which a very considera ble discussion took place with regard to the law on the subject, and it appeared that un less an iolention to insult the house could be made to appear against Mr. Spencer, he as counsel for Mr.'Caldvveil could not be liable, lie was therefore . sammoned before the house and gave a saiisfaclory explanation. ELECToa.tn In a discussion in the Senate on the Electoral Bill. Mr. Earll pro posed an amendment, viz. that ail that part of the bill, after the word “ assembly,” in the second line, be struck out; and that at the next P^ovember Electtob each voter may ex^ press on- hjs vote, whether he wishes that a change in the Electoral law, should, be by district, general ticket and a plurality of votes, or by general ticket and a majority of the whole. This amendment passed the- Senatejand has been referred to acommittee of nine in the house. ' *■ \ S hocktxg AcctDENT,~John Lee, a mao about 60 years of age, was grindjog bark in the factory of Captain Morss, at Windham, a few days since, when, his feet slippiog, his ' arm was caught by the Crackers which stopped the machinery. This took place about 12 o’clock at night, and,he remained eiitatigled until next morning at d o’clock; when he was taken out perfectly sensible, and had his arm amputated, but died in a few hours after. ,He was a native of Spring- field, (Mass.) a clothier by trade, and has children living west of Utica.
