Gen. Varnum turned the gentleman to the'journal, in whiLh it would be found that chaplains were cx a feifion. Mr. Speaker declared the praftice had al ways been to appoint them every, feffion. Friday, November 9. ’ The petition of John Steel, Prefented laft feffion, and the petition of captain George Little, late of the Bofton frigate, now firft prefented, for indemnify againft a judgement in the fupreme court for 10,182 dolls. 89 cents damages, for the illegal detention of a foreign veffel taken in the Weft-Indies, in, the year 1799, were^ referred to the commit tee of claims. ‘ Dr. Mitchell moved the order of the day on the Prelident’s meffage, but on Mr. J. Randolph’s requeft for a little more time for members to digeft and arrange the various important points contained in that communication, Dr. Mitchell withdrew his motion. the admiffion of ftrangers.-^He was forced by thefe cqnfiderations to move the Houfe to re- feind one of the rules which permitted the members to introduce ftrangers. But as ano ther required that motions for altering the fianding rules of the houfe ffiould only bq made on giving one day*s previous notice, he contented himfelf with laying his motion oix the table.
