To-day it is said. they have cros- god, over to Hickory Island, in the Cana- da channat of the St. Lawrenct. Their number is variously estimated -from: five hantced, to two thousand men. Their in- tended movement or 'point of attack is on- Iy conjectured, 'It is said to be Kingston by somu ; by others, that their object is to make a stand on Canadian ground to give contidenee to the people in favor of a rev- ofution, and when sufficient foree shall have joined. the standard,then to act on the off-nsive, and adopt such plans as shall be thought advisable. | , , 'Tue people nf Kingston ate in a high state of excitement and anxiety. They an- ticipate an attack, & have barricaded their atreeitg--raised ice breastworks in front of the town, on the river=-lkeep up a vigilant police,and what force they can muster un- dec arms. Some little apprehension is falt by the forntior towns, that an attack riay be made by the loyalists in vase the Patriots should hazard a battle and be driv- en back. A rumor has reached here, that Gen'l. Wool thas been ordered on to Sackets Har- borwhicly gives some relief to those whose fears have been exeited about an attnek fror the Ganadians-or rather, the Indi. ans, who have been called in to the de- fence of Kingston, to the number of 200 or 802. Mr. . Y. said he did not expect that this report would meet with universal approbation in this senate, it might not be popular, at present, in the community, But he looked not for popu- larity-he looked to correct principles. - And the time would come,and was not far distant, when the truth of his positions an these questions of currency would be ac- knowledged by every man of the common- est understanding. If he lived to fulfil what was now his intention,he would place the facts and authorities on this subject, before the people of this country, my such a shape as to be iutelligible and accessible to every one who could read and compre- hend the plainest truths. With tegard to the motion to print an extra number of this report, he regretted that it had been raade, and be would suggest to his colleague .to withdraw it. If he desired an extra num- ber, he coutd have them furnished from the printer at his own expense. Mr. Spraker thereupon withdrew his molion. IN SENATE: Wednesday, Feb. 21. > SMALL BILLS. Mr. Powers, from the committes of con- ferance appointed on the part of the Sen- ate, on the matter of differance between the senate and assembly, relative to the bill authorising the banks of this state to insu» bills of a less denomination than five dollars. Mr. Wager moved that the report be laid on the table, and that five times the usual number of copies be printed. Mr. K. P. Livingston moyed to amend the rootion so as to order ten times the us- val number to be printed. Mr. Lacy spoke in favor of the lowest number, Mr. Loomis was io favor of printing tun times the usual number. Mr. Beardsley expressed himself indif- ferant as to' what particularnumber ofcopies of this report should be printed. Youxna, trom the select committee appointed on the pait of the Governors' Message relating to the repeat of the re- «tratuing law and a generaal banking law, and to whictt was csferred the bill intro- duced by Mr. Verplanck, \to repeal the laws restraining | private banking, and to # ghar abe\ authorizes the formation of joint stook cam- | panies, and regulate the issue of bank, notes,\ made a report, which he stated trad the concurrence of a majority of the committee=-himsell and Judge Wills- Fudge Lacy dissenting. 'The report con- cludes with a recommendation that the bill intraduced by Mc. Verptanck be a- mended so as (o impose striet personal fia- bility on atocktialdiita, to ensne publicity of theie names, and to restrict the ifssge to bills not less than $50, and with those a- mendment«; thats no. associations can be formed and go {nto operation, untill <the paralysis now upon the commercial cor- munity, raduced by an inflation of the cur- rency;. shalt have passed off; and the caus- eg of that paralysis are sketched in the us- val nervous and pungent style of the au- thor, Mr. Speatcet moved that five times the asual number of copies of the report be printed. Mr. Le Beardslay hoped no number of 'eopies of this report would be prigted.- | He did not believe it comported with the prevalont setiment of the community; nor he trasted, with that in this senate. He vi rather a samll poigt-one which he yet trusted might be obviated. When the assembly committee had agreed to the principle of a suspension of the law, and the senate committee had yielded so fat as to extend the suspension a year longer thao the- bill proposed, he must say, that he should have-dsomed tho materialsdif- to- have been settled. This <pg cie clause he could not regard as such a great obstacle, particulirly when it is con sidered that not more than 70 or 80 days car elapse, before all the bilfs, of every denomination, will have to redeem in spe- cic. He regretted that one committee or the other had not submitted some pro- position of this nature. That the law should take effect on the 16th May uvex; and that in the mean time, such banks as chose to do so,should be permitted to issue small bills redeemable on demand. The senate then balloted for a member of the joint committee to examine the ac- coutits of the late 'Creasures of this state.- On the third baltot, Mr. J. P. Taylor, from the joint committee of conferance on the part of the assembly appointed under .a concurrent resolutions tio meet the members of the committee on the part of the senate, and confer on the matters of differance between the two houses touching the bill to repeal the small note law, submitted a report, detail- ing the proceedings of the iwo committees and referring to an accompanying cortes- poudence between them on the subject committed to their charge. 'The report concluded with informing the house, that the committee had not been able to come to ay agreement. Messre, J. A. King and Colver called, for the reading of the correspondence and it was read by Mr. T. =_ Mr. 'Paylor then moved that the re- port lay on the table; which was agreed to, asd On motion of Mr. Willis, ten times the usual number of copies of the report were orderedito be priuted. .
