Passed March C, 1862—three fifths being present. The People o f the State of .Veto York, represented in Senate and Assembly, do enact as follows ; S ection 1. I t shall bo the duty of the treasurer of this state to receive from the paymaster general of tho United States army, or from the secretary of the treasury of the United Stutes, such sums as may have been or may heroaf- ter be assigned by volunteers iu the oervico of the United States for the benefit of their families or others, in confor mity with orders of tlie war department, and to give tho ueoessary receipts therefor. § 2. Tlie treasurer of this state, as often as once in every three months, shall cause to be made a list of nil persons to whom moneys at o assigned, elass.fied hy counties, and shall mail to tho county treasurer of each county the list of assignees residing in such county. § 3. It shall bo the duty of thl county treasurer, imme diately, on receiving the list from the treasurer of the state to give notice thereof to the assignees, and to ascertain if it be their desire to receive tlio moncyn assigned to thorn, through tlie county treasurers, In ail cases where such is their desire, it shall be the duty of tlio county' treasurers to procure a written request to that effect, which shall ac company their drafts upon the treasury of tho state, and no moneys shall be drawn from tho treasurer of tho state unless it bo upon sueb draft and upon tho written request of the said assignee, the identity of whom shall be duly- certified hy the supervisor o r a justice of (lie peace o f the town or ward where tho assignee resides, but the request when once made shall remain in force until finally revoked in writing. g 4. County treasurers shall enter the names, rank, pay per month, amount to be reserved, name and address of assignees on a list prepared for that purpose, which shall ho preserved as a peiinanont lecord of his office, and shall require tho signature o f the assignee or his or her order in writing, iu receipting from time to time for tho amount as signed. g 5. Tlie comptroller rhall draw his warrant upon tho treasurer in favor of county treasurers upon their comply ing with the provisions of this act. All moneys uncalled for and remaining in the hands of county treasurers for the period of one year, shall lie repaid by them to the treasu rer of tho state. The aggregate of the smna h ereby autho rizvd to he paid over to the country treasurers, is hereby appropriate J payable as aforesaid and for tho purposes named. No fee or charge shall bo nude or received by any ofliror under this act. t 6. This act shall take effect immediately.
