They ar# numerous, they ara worthy, they have votes, aod they must, therefore, have pleasant wards, But the homely proverb e»y* “ soft words butter i o parsnips\ Wkil« law n%frkeis bavo ipoktn very plersaftt and truthful words about farm ing and ill iotsrtti*, they have done very little for this intar’est. A small appropriation is indeed an nually tirade for the distributioaofseediaod plants, This has been -don* under th* auperintondenci fa the Commisaieuer ef Patents, whose leading and en grossing huaiaesfr is in another; difectjon., With thia department agriculture haa no necessary fa even natural connexion. It has been tolerated rather than fostered, aafi suffered oftta from neglect and mismanagement.\ Your committa- propose to rescue it' from this undeserved subordinate obscurity, at well as from this hurtful mismanagement,’ by tr*D*fornsiog it from a clerkship to the grade of commissioner, and by attaching to it a salary which shall command talent and integrity above mediocrity and above suspicion. It may be asked why not bava a minister of com merce, of manufactures, ae well as a minister of ag riculture ! Tn reply to this tho committee would state that in most couutries these interests are rep resented ifeth# government b y a distinct bureau or riiibUter. But there is this also to be considered, The commercial and manufacturing interests, being locally limited and centralized, can easily combine aod make themselves felt in the hulls of legislation, and in the executive department* ofthe government, dot a session of Congress passes without this being clearly and painfully evident. New York-and Low ell have often more immediate inQaknce in directing and moulding national legislaiios tbaa all the farm log.interests in tho country. Agriculture, clad io bomtipiia, is very apt to be elbowed aside by capi tal, attired in ten dollar Yorkshire. Every govern ment in Europe, your committee think, witheut ex ception, lias ao agricultural department connected with it. ' Your committee desire to add s few words as to the utility ef tb*department njndtr consideration.— Here a wide field open* before its, at which wo can only glance; Thq processes of nature, by which and through which the earth feeds *nd clqtbes its inhabitants, are but partially and imperfectly known. - Yet, the laws which control tho operations of na ture in the productions qf the «nrth are so uniform that we need only to know them to calculate ryith npjprpxim»t8, axactneia the result o feur toil. Henco this knowledge is of incalcalabls importance. Th* nature of different soils, to what 'particular crops they hav* tpfaial or peculiar adaptation, th* amount and character of UaUitnent abstracted from tke soii by.apy particular erop which i» grown upon.jt, |ije amfamt oftesdtoJb#sow n or pl*nt«d totheacr#, tho adipose and muicUlar tiitue which ths difikrent g r r n u , cereals, and vegetables will placo upon bam s, swine and sheep, and even poultry,—accu rals knowledge on these and qq all eognats subjects is of the highest importance to the farmer. Bnt accurate knowledge of this kind can be obtained on ly by experiment, and by sucb and go long contin ued experiments as to'plac* it beyond the power of individuals or ordinary v luntary associations to rank* them- ^ _ In Eag!and„it is trua ti nt individual proprietors of immense landed es.tates' ve dona much in this direction. In Trance it i« different, and the govern ment in that country has dono much to promote ag ricultural science. In different parts of the king dom there Are experimental stations where it is as certained, with great exactness, what amount of flesh a pound of hay and -of other varieties of food will add to tbo different kinds of animals. It wifi fee seen at ft glance that the results of these experiments are invaluable to tho people at large, for whoso benefit they are published by the government. Experiments are also mad* in regard to the growth of cereals and vegetables. In Belgium a monthly publication is made of th# agrioultural statistics, informing'the producers ofc‘ the state of the crops, sad at the bar rest affording them tho data upoa which {o form a judgment as to th# y alueef those crops. . Although England has nearly doubled hsr popit lation sines Iho. time that the greater part of lbe land has been under cultivation, yet, owisg to tlie improved mode of culture resulting from scientific experiment, that nation imports ordinarily no more breadstuff*, in proportion to her population, than before. It is said Uiat tbo man who makes two blgdei #f. grass grow where b at on# grew beforo is a benefactor of h it race, ff five additional bushels of wheat and ten of per.n could b* made to grow on each acre town or plantsd, the additional profit, compared with tbo oatlay/would be beyond compu tation. To do this it only a#ods to restore the ara ble land to its pristine vigor, and to secure careful husbandry.
