Na>'i more, they doubted not that several thousand dollars had been saved- to the county—that the *heriir had done only w hat wa* necc*- *ary to bo done, and wJiat the people of the county had neglected to do. Did they reject the claiuiH «.f Mr. Wheeler on the grounds of their ille- gality? Oh,no,by no mean*, for if so whatright had they to audit, the claims of others for labor on said im- provement*? But I understand that the flimsy excuse, was ma Ic that they thought \he*had had enough. 1 ' X. K*lwards, Jan., 1880. ^efgal S UI UKMECOUKT.Oiuntyof Ht. Lawrence. —James Urrxlle so<l Jstnes 11. HM He afeao Juetljr Dealt By? At the time ahcritf Wheeler enter* ed upon his term of office he found tho county buildings in a very dilapi- dated condition, ^ut befng a man of energy and push, ho set himself to work to repair tho same. Tho old jail yard was rickety and unsafe, and a.new ono must be s built. The; jail itaelf was anything but inviting, as many could testify, aa the smdll of human filth U the most abominable that was ever inhaled into the not* trals of man. Tho cells, many of them being in a very loathsome and filthy condition, some of which were used, t am in ormed, for purposea not to be named here. The old shed or barn was nearly in ruins, and the court house was in such condition that tho building of a new one was much talked of. In fact matters were something in the condition that tho earth was, a« doscribod in the first chapter of Geneva. Such was tho state of things when Mr. Wheeler entered uponltbe duties ;of his office. Enfeebled In health, yet with an In- domitable will and energy did ho en* ter upon his work of reform. ^ The tail-yard waaj torn down and -the debris r^movejd. Tbo cesspool* were filled up. A now building was added to tho north side of tho jail in the form of an ell, ami this new building together with tho jail formed three sides of a jail-yard, at once commodi- ous and substantial, and a«lded no moro rooms than weren eeessary lor tbo convenience of tho prisoners. [The jailor was a good mechanic him- self, and by the ai I of deputy sheriff Tanner the thing was accomplished. The court hou*e wa* thoroughly re- paired so that If (he same caro is bestowed upon It that, has been by LMr. Wheeler during his term, it will last for many yearn. Upon this Duild- ing alone Mr. Wheeler worked forty davs. 80 anxiotiH was he to accom- plirth bis object that instead of devot- ing hi-* time to tho service of process, a* he might, which would have been by far I he moHt profitable to him, he allowed his deputies to do it anl re- ceived only h>.If pay* Iluving been elected hy.rtie. people be was iuUnt on serving them in a manner not only commcodabio to himself, but benefi- cial to # the people-of .HI. Lawrenco County ; mid u hat i? the result? Go with oft to the county 'building* and nee foe* > ourselves. There you will find everything tn a cleanly, oiderly condition. Not a d^g^a day was the court in session during bin term but the court house wa«4wopt and mop- ped out, and the jfll, under the eire of hi-* vvif.', was Wvpt in a eJeanlv alnd v hotesouio condition, Tho ciotheH of tho prison* r4 and bedtHng for the ps.une were regular ly uantied aiioy cared for, aud many a rough priso/(-< er's heart has l^een made glad by the kind word* and gentle treatment of that estimable woinqp. : Again, I understand that during the time tho btdlding ami repairing was going on, the slier iff was fre- quently encouraged to believe, by leading meu of the board of riipcr- viors, that the course he ivas taking was, and would be all fight, as thous- ands^ dollars would be saved to the county thereby. He acted in good faith, and had c:tuse to believe that ho would bo reasonably regarded. But when the claims for labor, build- ing aud repairs were presented Initio board they audited most of them, re- jecting the claim* presented by Mr. Wheeler for the forty days labor on the court house, for 16 da>s labor of team and Mrod man, also the claim of $100 which Mr, Wheeler was obliged to pay deputy sheriff Tanner for taking charge of the prisoners while they were engaged in the work, amounting in all to about |36Q. Had the board any right to reject these claims P If they allowed the other claims why not allow these? If they audjied and allowed the claim of Bradley, who waa a prisoner, for la- bor done, why not allow Mr. Wheel* era f The bow* wttt knew tut aa to BBDB B B II B BBBB B B B B kBBBB At Oieae rales, the Albany Evening Timcn ami the Albany W««klv Times are the rJtei*p**»t and IMJIt nowapAperrt published at the OHpttnl of the mate.
