WATER RUNS LOW in the East Branch of the Delaware river a t Margaretville in sharp contrast to the high w ater of mid-summer when much of the county was inundated by flash floods. Al though there has been normal autumn rain, area stream s show need of replenishment after severe hot spell of late August and early September. Level of Pepacton reservoir has also dropped through the summer. Forest Ranger Frank Borden of Pine Hill was notified Tuesday to cancel all burning permits as of 3 p.m., not because of fire danger, but the current tem pera ture inversion from warm October days is caus ing pollution problems in Hudson Valley. The two low bid d e rs w e re p r e s e n t and contended th a t the specifications reg a r d in g relocation of the septic tan k s w a s found to have been unnecessary.
