The Suffolk County Taxpayers ' As- jociatl on in a letter to the • officials il Suffolk County, make public the proposed program for parks on Long Island recommended by the Long Is- anti State Park Commissi on and re- cently approved by Governor Smith ami Ihe Chairman of tlie Legislative Finance Committees. It approves of Hi,, proposed parks at Wading River , and Babylon. It disapproves of the proposed parks at Sunken M/eadow- Smithtowa and Montauk Point as in : kij-lous to the towns and the ' owners of taxable property therein. It ob- jects strenuously to the mysterious \Southern Parkway \ the , . route ol iviilch it claims has been laid out pri- vj irjiy and rights of way acquired by private negotiation . instead of estab- lishing public procedure under the pro- visions of the Highway Law. The as- sociation contend that the Slate ' -Park Commission with a total appropriation nf $1 , 200, 000 have attempted to ac- quire land for parks worth many mil- lion dollars and they submit a memor- andum showing the allocation for funds on Long Island as reported by (fie Lew Island State Park Commis- sion to the State Comptroller In 1924 anil 192 ' G. In 192-1 with an appropriation of {20(1 , 000 , this Commission ' attempted !r, aconire by methods most unusual. State Parks at Montauk Point (East Hampton) Deer Range (Islip), and Lloyd' s Neck (Huntington). T)\e owners estimated that the land thus appropriated and seized by this Com- mission was -worth upwards of ?4 , 000, - (UIO. Tho owners of the land in . Islip and East Hampton have both . asked tlie courts to protect their property from immediate confiscation and in- ilrflnite payments. Both cases are il- lustrative of (lie wastefulness of hasty action In neither case was the/Com- mission willing to wait, for the con- FHit of lh« owners and the approval nf the municipality affected , but it plunged into excited action with the result that it has secured-expensive lawsuits lor the 'State instead of parks. On February 24 , 192G , it received [rom the Legislature an added approp- riation of 51 , 000 , 000 for the develop- ment of State parks on Long Island. Instead of applying- all its funds to. a unified program which coul d be coi ' flr pleted and made- - immediately , ' avail- able to the public , - it has obligated $125 , 01)0 to live new projects and $200 , - 000 for the development of. the pro- jects not yet acquired under the 1924 appropriation and: the ri ' ew ones pro- posed under the -1926 ' ;. ' It.his- failed entirely to show how , with 5149 , 550 set aside from the 1924 appropriation, il expects to acquire the Benson .pro- perly nl Montauk valued by the own- ers at St . fiSO.OOO . or with no funds al- located for the Taylor properly at Is- llp, It will pay the owners ' claim for lliat property of several million dol- lars. We do not believe that this f/orhmlssion can hope to gain the con- fidence of the citizens of Suffolk Cdun- ly by such methods so much ' at vari- ance with tho provisions of the State Finance Law. Both of these sites are situated in the wood- oil section of the county. Phones ' 448'nnd 127t the taxpayers of the Town of Smith- town , it would spjar that that, town has already so many State and chari- table institutions that approximately 50 , per cent, of Its total assessed value of $11 , 000 , 000 is now exempt from taxation. The tax rate is high and: the exemption from taxation of another quarter of a. million dollars worth of land for this State park , will further increasce the tax burden on all the privately owned property in the town. If the site finally selected under this authorization is situated in or near a residential center , it is probable that those residences will be deserted by their present owners , llio land depreciated and the total assess- ed value of the town suffer a further serious shrinkage In value. /Project No. 5 , . to purchase addition- al land at Montauk , -will probably be opposed by the owners of that land bo- cause they cannot nfford to have their program for the development of home sites jeopardized by a park , the de- clared purpose of which is to lease camp sites at nominal rates. The third project , authorizing the Long Island Stale Park Commission to purchase ri ghts of way for a so- called \Southern State Parkway \ is part , of a program of this Commission ¦to lay out • highways through Nassau and Suffolk Counties in a private of- fice In New York City, and thereaf ter in . .negotiate and purchase right's -of ' way for such highways by prlva-te arrangem ents. 'Such a procedure in the development of a highway is a menace to local government. It of- fers a means of corrupting public offi- cials , citizens and real estate opera- tors along these routes through the two : counties and should he discour- aged 'at Its inception. We ask the citi- zens of Nassau and Suffolk Counti-es to help us watch the real estate trans- actions along the route of this so- called \Southern State Parkway, \ tile exact-location of which is now a mys - tery known only to the few with in- ' side information. We have repeated- ly warned the Legislature concerning the -possibilit y of a public scandal if this method of secret negotiation of rights of way was not forhlddefii to t/he Long Island Slate Park Commission, and we have suggested that the only proper method of safeguarding tlie .public interest along , such a proposed ¦lilginVay, should be by the ' designation of this route on the State Highway map nnd the securing of rights of way therefore through the general provi- sions of the Highway Law. Three candidates were received in- to the order , the Star degree being conferred in a very impressive man- ner. The pipe orga n was used under the direction of Mrs. . Eliot M/orton. : Tlie district officers gave- very in- teresting addresses and ' there were Eastern Stars present ,. from all parts of the Island. Pleasant .features , ot. the _ evening wore vocal solos b ' y 'Mrs. Grace Nott: violin solos by Miss Marie Ellis and vocal selections hy a double quartet composed of the following ' ladies , un- der the direction of Prof. , F. L. Will- goose: the blisses . Hilda Chorlton and Elizabeth Wrigh t , first sopranos; Mrs. H. Noyos Greene and Miss Clara Bloxsom , second sopranos; Mrs. H. Faxon and Miss Florence Wrigh t , first altos and Mrs. John F. Semon and Mrs. A. E. Reed, second altos. Bouquets were presented to all those enlertaining, and the District Deputy was also remembered with a Iloral offering. A fine repast was . served at the close of the meeting. Many of . the friends ot Ama w. Biggs , Jr. , of this place and River- head , will be somewhat surprised lo learn that his engagement lias been announced. The lucky young lady is Miss Frcdrica Ludlam ot Oyster Bay. It is said that the wedding will take place . in June. . Miss Ludlam is a daughter of Mr. and Mrs. Charles W. Ludlam. Mr. Ludlam also has extensive business interests in Riverhead and other east- ern Long Island points and is known as a large really operator.
