John Kelly, of New York, ross to respond amaid a storm: of applause He proceeded to 4 roviow the situation of affaire in New *I York, and denied that any Democrats there were kept out of participating in the proceedings in Tammany Hall. Fact was Tammany Hall was anxious to bave them come in and \participate with us, but the only way to get them in by having them come up {mm every year with a sopa- rate delegation and bo here recognized and their conduct passed upon be thought was not right. As to primary elections in New York , he was free to confess that it was impossible to hold such clections which were equitable and fair. He had himself done all in his power to regoh a fair Si asult in primary elec- tions, bat failed. Ho'insisted that Tammany Hall had done all in ita power to harmonize differences and bring its opponents into its support. He declared these mefi had not on- ly disgraced themsalves, but brought reproach upo the maintained that this Convention could do nothing else than adopt report of the commuttse He did not wagt to do any- thing to give offense to any motber of the party. He wanted them to come into Tam- many Hall. Morrissey aroso amid a storm of applause to reply. He denigg that Tammany . Hall wanted these men to join if. A year ago what organization met and torna ou$ six As- sembly districts because they world not do what they wauted them to do. THe fact is that Tammany Hall is controlled by this one individual who has just taken his seat. If any one will not do as he says he must stand outside. For myself I gan't stand any such dictation, nor can others with ime. He did not want to come to this Convention, nor go to Bt. Loais. He denied that there was stich an organization as Tammany Hall in New York. It was a fraud and a decéption. 'They will never endorse his dictation. Kelly rose to disclaim that be dictated what Hail gentloman was done by Tamman (Morrissey ) had com {mined of being turned out of Tammany Hall. Now ws have rules which must be adbered to. THat gentleman held a mesting-a laborious mecting-in Cooper Union, which denounced Tammany Haifand it was found necessary to expel him. As to his (Kelly's) motives he said be had no motive concerning Tammany Hall ex- cept that of raising her up out of mud and mire she bad been dragged into in the past. This was bis wotive aud the only motive which governed him. He had devoted yoarn to his wish and spent thousands of dollars in It.
